OFFICE OF THE CITY CLERK <br />KAREEMAH FOWLER, CITY CLERK <br />COMMUNITY INVESTMENT NOVEMBER 28, 2016 3:14 P.M. <br />Committee Members Present: <br />Other Council Present: <br />Others Present: <br />Agenda: <br />Will Smith (Citizen Member) <br />Tim Scott (Ex- Officio), John Voorde, Dr. David <br />Varner, Jo Broden, Karen White <br />Kareemah Fowler, Joseph Molnar, Michael <br />Passavoir, Kathleen Cekanski- Farrand <br />Bill No. 16 -85: Declaratory (9) nine -year property <br />abatement for GLC Portage Prairie, LLC <br />Bill No. 16 -86: Waiver of non - compliance by Noble <br />Americas South Bend, Ethanol, LLC <br />Ex- Officio Chairperson Tim Scott called the meeting to order with two (2) items on the agenda. <br />Bill No. 16 -85: Declaratory (9) nine -year property abatement for GLC Portage Prairie, <br />LLC <br />The Committee discussed continuing the bill on December 12, 2016 in the Common Council. <br />The Committee made no motion. <br />Bill No. 16 -86: Waiver of non - compliance by Noble Americas South Bend, Ethanol LLC <br />Aaron Kobb, Community Investment, with offices on the 14th Floor of the County -City Building, <br />served as presenter of this bill. Mr. Kobb stated, What this is, is a waiver of non - compliance. <br />When a petitioner is granted a tax abatement, they have until May 15th of that year to file forms <br />with the Auditor's Office. If those forms are not filed, then the Auditor's Office can't match the <br />abatement for their tax bill. So, the petitioner has the ability to come back to Council and seek a <br />waiver of non - compliance to waive that filing deadline, get that paperwork filed, and then the <br />Auditor's Office will go back and apply it to the previous tax year. It saves them from losing a <br />year on their abatement. <br />Councilmember Dr. David Varner asked, So, it's only good for one (1) year? <br />455 County-City Building • 227 W.
