Bill No. 1 ~- -09 <br />Ordinance No. C(, ~°~ ~ <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING CHAPTER 2, ARTICLE 1, SECTION 2-10 (i) (3) OF THE SOUTH <br />BEND MUNICIPAL CODE BY ADDING ADDITIONAL POWERS AND DUTIES FOR THE <br />COUNCIL'S COMMUNITY RELATIONS COMMITTEE <br />STATEMENT OF PURPOSE AND INTENT <br />The 9-member South Bend Common Council has eleven (11) standing committees. Each <br />committee is charged with specific duties and responsibilities which include, but are not limited to <br />reviewing and recommending policies and procedures for consideration by the South Bend <br />Common Council. Public discussion on items referred to committee is a vital part of the due <br />diligence requirements which each of the Council's standing committees regularly performs. <br />The Common Council recognizes that the members of the Board of School Trustees of the <br />South Bend Community School Corporation are each elected to serve four (4) year terms. Five (5) <br />members are elected by voting district and two (2) are at-large. The Board of School Trustees is <br />responsible for the approval of purchases, contracts, curriculum adoptions, budgets, appropriations, <br />and the making of policies in open public session. The Council further recognizes that many non- <br />public schools operate within the city limits of South Bend. Enhanced communication with all of <br />these entities through their officials, their committees or their designated representatives may <br />develop better working relationships which would benefit our community. <br />The Council's Community Relations Committee is charged with fostering relationships and <br />communications with public and private entities operating in the City of South Bend, Indiana. <br />Numerous publications have focused on schools as the center of communities. Quality <br />educational programs and educational professionals have a direct impact A community's public <br />school system also affects individuals selection as to where they wish to live and raise their <br />families; and on where business owner wish to locate in search of quality employees. Schools, <br />cultural and recreational opportunities, and jobs all work together to lessen the "brain-drain" on a <br />community. <br />This ordinance would formally promote stepped-up collaboration between members of the <br />Board of School Trustees, the School Superintendent, their committee members and other <br />designated representatives and members of the South Bend Common Council and their sub- <br />committee members by creating opportunities for ongoing and regular dialogue. <br />Additionally, this ordinance cross-references to the Community Relations Committee role <br />and duties with regard to the Community/Campus Advisory Coalition (CCAC) and the various city <br />offices on public safety measures. <br />This ordinance is also designed to be pro-active. It is sponsored as a means to promote <br />public dialogue and positive interactions. This ordinance is believed to be in the best interests of <br />the citizens of South Bend, Indiana. <br />
