8. The Board shall meet at least bi- monthly. <br />9. The Board is authorized and empowered: <br />a. To adopt by -laws for the regulation of its <br />affairs and the conduct of consortium <br />business. <br />b. To adopt an official seal and alter the <br />same at it's pleasure. <br />C. To maintain an office at such place or <br />places as it may designate. <br />d. To sue and be sued. <br />e. To accept grants and gifts from the <br />Federal government, The State of <br />Indiana, the participating jurisdictions, <br />other units of government and from any <br />unit, private corporation, partnership, <br />association or individual. <br />f. To enter into contracts with the federal <br />government, the State of Indiana, any <br />political sub division or any Agency or <br />instrumentality thereof, or with any unit, <br />private corporation, partnership, association <br />or individual providing for or relating to <br />the furnishing of employment and training services. <br />g. To establish a public entity under the direction <br />of an Executive with authority to administer <br />and operate Employment and Training Programs in <br />accord with Board policy and funding agency rules <br />and regulations. <br />h. To employ such professional and clerical staff <br />as may be deemed necessary and to prescribe <br />their powers and duties and fix their compensation. <br />i. To do all acts and things necessary or convenient <br />to carry out it's purposes and powers. <br />10. The Governing Board will be assisted on a Regular basis by a <br />Technical Advisory Committee consisting of: <br />(1) One member of Common Council of South Bend <br />(2) One member of St.Joseph County Council <br />(3) County Auditor <br />(4) City Controller <br />(5) City Personnel <br />(6) County Personnel <br />
