we <br />May 14, 1962 <br />A regular meeting of the Board of Public Safety was held on Monday, <br />May 149 1962 at 10s00 A.M. DST. All members were pre -sent.. Minutes of <br />the last regular meeting were read and approved. Vouchers were approved <br />and ordered paid to the various suppliers. <br />fF.ARINGt V OLATION OF REGULATION 12 - RILES AND REGULATIONS OF POLICE <br />DEPARTMENT ERNEST CE <br />This being the date set, hearing was held in the matter of Officer <br />Ernest Rice on charge for violation of Regulation 12 of the Rules and <br />Regulations of the Police Departmee� ei the City of South Bend. <br />Said Ernest Riceq having previously pleaded guilty to the charge, <br />the Board now finds that he shall JM returned to duty as of this date, <br />and no compensation shall be paid from April 309 1962 to this date <br />during which time said Officer Rice was under suspension. <br />It is further ruled by the Board that Officer Rice be demoted from <br />Sergeant to Patrolman. <br />-4--++yar+f+i�a % rvL14L &Mrl. - QUA. fllY . WANiAL i <br />Comes now Sgt. Woodrow M. McDaniel and informs the Board that as of <br />June 1, 1962 he will have completed 20 years and 79 days continuous <br />service on the Police Department. Sgt.. McDaniel also requests 15 <br />days terminal leave$ effective May 179 1962 through May 31,'1962. <br />Permission granted, effective as indicated above. <br />REQUEST: F.O.P. SPONSOR CARNIVAL <br />A letter from the,F.O.P. requested permission to sponsor a Carnival <br />for two weeks, beginning June 11 and running for six days, until June <br />169 at Broadmoor Shopping Center, and starting June 18 and running <br />until June 23, at Mary Crest. <br />The letter, -signed by Christian Koehler, Secretary and Raymond D. Maxson4 <br />Carnival Chairman, further informed the Board that this Carnival has been <br />sponsored by Elkhart and:'Mishawaka F.O.P. for the last several years <br />and that the Show is made up of 12 approved rides and booths housing <br />games'of skill and further that there is no gambling and the.shown is <br />for the, enjoyment of all. <br />After reviewing the request, it was the decision of the,Board..to grant <br />the request, provided the Carnival does not violate any.:of:the City <br />Ordinances. <br />FIRE DEPARTMENrt RESERVE TRAINING ( MICHAEL J. ➢YEGENKA ) ' <br />Permission was granted Michael J. Wegenka of the South -'Bend Fire <br />Department to attend military Reserve Training at Camp_McCoy Wisconsin, <br />from June 10 through June 24, 1962. <br />INSTALLATION OF BICYCLE RACKS ('PUBLIC LIBRARY ) <br />Comes now Clem Hazinski, Traffic Engineer, in behalf of Roger B. Francis, <br />Director of the South Bend Public Library and branches and submits a <br />letter -to -the Board.regarding a_request from Mc. Francis to install <br />i <br />bicycle racks at the'Main Library and the Branch located at 2002 Miami <br />Street and the River Park Branch at 222E Mishawaka Avenue. <br />Mr. Francis stated that the racks would be permanently installed at <br />the_Branch locations but would be portable at the Main Library. <br />Following the recommendation of Clem Hazinski, the Board approved such <br />installations, provided the Library will secure sufficient insurance <br />indemnifying the City of South Bend for injury or property damage. <br />
