Another two formal public hearings will <br />be held in October at least ten days after the Proposed HCD Plan is made available to the <br />public. Again, the same agenda will be used, but held at different locations and at different <br />times of the day. ,The second public hearing will address the Proposed HCD Action Plan <br />(including the proposed use of CDBG, ESG, and HOME funds), as well as other identified <br />federal funds and the portion of such funding to benefit low/moderate income persons. <br />Access to Information/Opportunity to Comment -Copies of the draft, proposed & final <br />Housing and Community Development Plans (including the Citizen Participation Plan), draft <br />and final Comprehensive Annual Performance & Evaluation Reports (CAPER) and all other <br />appropriate supporting documents will be available in the following offices during regular <br />business hours: <br />Mishawaka Department of Planning and Community Development - 600 E. Third St., <br />Mishawaka <br />• South Bend Department of Community & Economic Development - 1200 County-City <br />Building, South Bend <br />. South Bend Division of Community Development - 224 W. Jefferson, Suite 100, <br />South Bend <br />• St. Joseph County Public Library branches <br />• Mishawaka-Penn Public Library branches <br />• Walkerton Library <br />• New Carlisle Olive Township Library <br />These documents will also be available on the City of South Bend's website <br />(http://www.southbendin.gov/living/community_development/index.asp). <br />The approximate months of the availability of documents in any given year are as follows; <br />appropriate public comment periods will also be scheduled: <br />. Draft Comprehensive Annual Performance & Evaluation Report -March <br />• Final Comprehensive Annual Performance & Evaluation Report -April <br />• Draft Housing and Community Development Plan -July <br />• Proposed Housing and Community Development Plan -October <br />• Final Housing and Community Development Plan -November <br />• Other documents as may be requested or required - As needed <br />All comments received will be considered before the document is finalized and submitted to <br />HUD. In addition, public hearings, as outlined above, will give citizens'an opportunity to <br />obtain information, ask questions, and make comments. Exact dates for each year will be <br />available from the St. Joseph County Housing Consortium (235-5841) and notification will <br />be published as outlined above. <br />Timely Response -Written complaints on the HOME Program, Emergency Shelter Grant, and <br />the South Bend Community Development Block Grant Program, Neighborhood Stabilization <br />Program, and Homelessness Prevention and Rapid Re-Housing Program should be directed <br />to: Division of Community Development, 1200 County-City Building, 227 W. Jefferson, <br />South Bend, IN 46601. Written complaints about the Mishawaka Community Development <br />Block Grant program should be directed to: Department of Planning & Community <br />Development, 600 E. Third St., Mishawaka, IN 46544. All such complaints will be <br />answered, in writing, within 15 working days, where practical. Complaints received during <br />2010-2014 Housing and Community Development Plan 16 <br />
