REGULAR MEETING DECEMBER 22, 2016 403 The Regular Meeting of the Board of Public Works was convened at 10:35 a.m. on December 22, 2016, by Board President Gary A. Gilot, with Board Members James Mueller and Therese Doran present. Board Members Suzanna Fritzberg and Elizabeth Maradik were absent. Also present was Board Attorney Michael Schmidt. APPROVE MINUTES Or PREVIOUS MEETING Upon a motion made by Ms. Dorau, seconded by Mr. Mueller and carried, the Minutes of the Agenda Review Session, Regular Meeting and Claims Review Meeting of the Board held on December 8, 13, and 20, 2016, were approved. OPENING AND AWARD OF BIDS - 2016 MANHOLE AND SEWER LINING - PROJECT NO. 116-026 (UTILITY EXPENSE/CONTRACTUAL SERVICE/OTHER) This was the date set for receiving and opening of sealed bids for the above referenced project. The Clerk tendered proofs of publication of Notice in the South Bend "Tribune and the Tri- County News, which were found to be sufficient. The following bids were opened and publicly read: INSITUFOW-A TECHNOLOGIES USA LLC 17988 Edison Avenue Chesterfield, MO 63005 Bid was signed by: Jana Lause Contractor's Non -Collusion Affidavit, Non -Debarment Affidavit, Certification Regarding Investment with Iran, Employment Eligibility Verification, Non -Discrimination Commitment for Contractors and Certification of Use of United States Steel Products or Foundry Products was submitted. Five percent (5%) Bid Bond was submitted. BID: Base Bid Total: $723,259,40 Total of all Alternates: $3,880,716.20 Base Bid + Alternates Total: $4,603,975,60 SELGE CONSTRUCTION CO. INC. 2833 S 11t Street Niles, MI 49120 Bid was signed by: Robert Kuhns Contractor's Non -Collusion Affidavit, Non -Debarment Affidavit, Certification Regarding Investment with Iran, Employment Eligibility Verification, Non -Discrimination Commitment for Contractors and Certification of Use of United States Steel Products or Foundry Products was submitted. Five percent (5%) Bid Bond was submitted. BID: Base Bid Total: $979,073.00 Total of all Alternates: $4,387,658.00 Base Bid + Alternates Total: $513 66,73 1.00 Upon a motion made by Mr. Gilot, seconded by Ms. Dorau and carried, the above bids were referred to Engineering for review and recommendation. After reviewing those bids, Mr. Roger Nawrot, Engineering, recommended that the Board award the contract to the lowest responsive and responsible bidder Insituform Technologies USA, Inc., in the amount of $1,515,146.50 for the Base Bid plus Alternates A through H. Therefore, Ms. Doran made a motion that the recommendation be accepted and the bid be awarded and the contract approved as outlined above. Mr. Mueller seconded the motion, which carried. OPENING AND AWARD OF BIDS -NEWMAN CENTER ROOF REPAIR PROJECT NO 116-131 (REDA TIF) This was the date set for receiving and opening of sealed bids for the above referenced project.
