REGULAR MEETING DECEMBER 22, 2016 403 <br />The Regular Meeting of the Board of Public Works was convened at 10:35 a.m. on December <br />22, 2016, by Board President Gary A. Gilot, with Board Members James Mueller and Therese <br />Doran present. Board Members Suzanna Fritzberg and Elizabeth Maradik were absent. Also <br />present was Board Attorney Michael Schmidt. <br />APPROVE MINUTES Or PREVIOUS MEETING <br />Upon a motion made by Ms. Dorau, seconded by Mr. Mueller and carried, the Minutes of the <br />Agenda Review Session, Regular Meeting and Claims Review Meeting of the Board held on <br />December 8, 13, and 20, 2016, were approved. <br />OPENING AND AWARD OF BIDS - 2016 MANHOLE AND SEWER LINING - PROJECT <br />NO. 116-026 (UTILITY EXPENSE/CONTRACTUAL SERVICE/OTHER) <br />This was the date set for receiving and opening of sealed bids for the above referenced project. <br />The Clerk tendered proofs of publication of Notice in the South Bend "Tribune and the Tri- <br />County News, which were found to be sufficient. The following bids were opened and publicly <br />read: <br />INSITUFOW-A TECHNOLOGIES USA LLC <br />17988 Edison Avenue <br />Chesterfield, MO 63005 <br />Bid was signed by: Jana Lause <br />Contractor's Non -Collusion Affidavit, Non -Debarment Affidavit, Certification Regarding <br />Investment with Iran, Employment Eligibility Verification, Non -Discrimination <br />Commitment for Contractors and Certification of Use of United States Steel Products or <br />Foundry Products was submitted. <br />Five percent (5%) Bid Bond was submitted. <br />BID: Base Bid Total: $723,259,40 <br />Total of all Alternates: $3,880,716.20 <br />Base Bid + Alternates Total: $4,603,975,60 <br />SELGE CONSTRUCTION CO. INC. <br />2833 S 11t Street <br />Niles, MI 49120 <br />Bid was signed by: Robert Kuhns <br />Contractor's Non -Collusion Affidavit, Non -Debarment Affidavit, Certification Regarding <br />Investment with Iran, Employment Eligibility Verification, Non -Discrimination <br />Commitment for Contractors and Certification of Use of United States Steel Products or <br />Foundry Products was submitted. <br />Five percent (5%) Bid Bond was submitted. <br />BID: Base Bid Total: $979,073.00 <br />Total of all Alternates: $4,387,658.00 <br />Base Bid + Alternates Total: $513 66,73 1.00 <br />Upon a motion made by Mr. Gilot, seconded by Ms. Dorau and carried, the above bids were <br />referred to Engineering for review and recommendation. After reviewing those bids, Mr. Roger <br />Nawrot, Engineering, recommended that the Board award the contract to the lowest responsive <br />and responsible bidder Insituform Technologies USA, Inc., in the amount of $1,515,146.50 for <br />the Base Bid plus Alternates A through H. Therefore, Ms. Doran made a motion that the <br />recommendation be accepted and the bid be awarded and the contract approved as outlined <br />above.
