Staff Report 12/9/2016 <br />This site will be served by municipal water and sewer. <br />Agency Comments: <br />The Department of Community Investment offers a favorable recommendation. The <br />proposed use is compatible with surrounding land uses and is consistent with City Plan's <br />general intent for land use in this area. The Department of Public Works offers a favorable <br />recommendation with the following comments being required prior to final site plan <br />approval: 1) Completion of the City of South Bend Utility Verification Form; 2) Approval <br />of sidewalk, curb cut, lighting, and overall site improvement to reflect the Master Plan for <br />the surrounding area; 3) Development of the site requires City approval of a drainage plan, <br />and payment of the corresponding drainage review fee, that meets the City's requirement to <br />store all runoff from developed areas on site. Specific to this site are the previous <br />discussions between the City and the site developer regarding the improvement of the <br />existing retention basin to accommodate the shared use between the City and the <br />developer. Prior to use, an agreement must first be drafted by the developer and signed by <br />both the site owner/ developer and the Board of Public Works; 4) Verification of required <br />(if any) waivers; and 5) Payment of Final Site Plan review fee. <br />Commitments: <br />The petitioner is not proposing any written commitments. <br />Criteria to be considered in reviewing rezoning requests, per IC 36 -7 -4 -603: <br />1. Comprehensive Plan: <br />Policy Plan: <br />This petition is consistent with City Plan, South Bend Comprehensive Plan (November <br />2006) Objective ED 2: Retain existing businesses and recruit new ones to the city. <br />Land Use Plan: <br />The future land use map identifies this area as Light Industrial. <br />Plan Implementation /Other Plans: <br />There are no other plans in effect for this area. <br />2. Current Conditions and Character: <br />The surrounding properties are primarily industrial uses. There is a hotel to the east of the <br />site. <br />3. Most Desirable Use: <br />The most desirable use is one that supports the surrounding uses. <br />4. Conservation of Property Values: <br />The surrounding properties are industrial and should not be adversely affected. <br />5.
