This is Exhibit A, Scope of Basic <br />Engineering Services, referred to in and <br />part of the Short Form of Agreement <br />between Owner and Engineer for <br />Professional Services dated <br />Scope of Basic Engineering Services <br />Project Understanding <br />The City of South Bend Department of Public Works previously contracted with Arcadis to conduct <br />a gap analysis to identify improvement opportunities, quick wins and develop a road map to <br />successfully implement an asset management program that will enhance the management of <br />infrastructure with an emphasis on innovative technological solutions to achieve a data -driven <br />capital program. The project was specifically focused on linear assets including water, wastewater, <br />stormwater and transportation. <br />As part of this project, Arcadis recommended several IT support related projects including cleanup <br />of the data within ArcGIS and ultimately enhancement and expansion of its use. Specifically, <br />Arcadis found that the sewer GIS data had several geometry errors and it did not include a <br />Geometric Network to enforce proper connectivity. Additionally the reference as -built drawings <br />were not accessible through the GIS. A full list of recommendations are found in the draft Asset <br />Management Gap Analysis and Road Map technical memorandum submitted to the City in May <br />2016. <br />The City's Innovation and Technology Department (Department) would like to move forward with <br />the data cleanup, which is the focus of this project. The focus will be on combined, sanitary and <br />storm sewer linear assets. The Department would like Arcadis to clean up the sewer networks and <br />index available reference drawing boundaries and document their title block information, within the <br />GIS. The main goal and focus of this project is to prepare the GIS data to ensure the Department has <br />a solid data foundation that ensures future updates and data improvements are easily managed. At <br />this time the Department does not want a complete review and confirmation of the sewer network <br />through evaluation of as -built drawings. <br />Project Tasks <br />The following tasks will be completed: <br />Task 1. Sewer System Kick -Off Meeting <br />Areadis will hold a kickoff meeting with the Innovation and Technology and Sewers Departments <br />to outline the details related to the sanitary, combined and storm sewer network cleanup effort. The <br />agenda for this meeting will include the following topics. <br />• Conversion and cleanup approach Confirm data sources <br />o Up-to-date Sewer Database <br />• Confirm cleanup rules <br />• Confirm geometric network layers <br />Exhibit A, Scope of Basic Engineering Services <br />Pate 1 <br />
