October 7, 1968. <br />A regular meeting of the Board of Safety was.held at 10:00 A.M. on October 7, <br />1968, with all members present. The minutes of the previous meeting were <br />reviewed and approved. <br />APPLICATION - POLICE DEPARTMENT <br />The application for appointment to the Police Department of Melton Troy <br />Sanders was filed and referred to the Personnel Director for further processing. <br />REQUEST FOR DIV'FSION CHIEF GLENN TERRY TO ATTEND CONFERENCE IN SAN DIMAS CAL. <br />Upon the recommendation of Chief of Police Thomas McNaughton and due con- <br />sideration, the Board, upon motion made, seconded and unanimously carried, <br />approved the request for Division Chief Glenn Terry to attend the conference <br />on the prevention and -control of civil disorders, in San Dimas, California <br />October 12 to October 18, 1968, All expenses to be paid by the Department <br />of Justice. <br />NEW ORGANIZATIONAL STRUCTURE - POLICE DEPARTMENT <br />Upon motion duly made, seconded and unanimously carried, the Board hereby <br />confirms its action on October 1, 1968, in approving a new organizational <br />structure within the Police Department as recommended by Chief of Police <br />C-) <br />Thomas McNaughton, as follows: <br />V <br />Investigative Division - J. Jerome Perkins - Division Chief <br />Services Division - Loren M. Bussert - Division Chief <br />Uniform Division - Glenn L. Terry - Division Chief <br />REQUEST TO TRANSFER FUNDS - FIRE DEPARTMENT - $3000.00 <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />request for transfer of funds by Acting Fire Chief Joseph Zurat in the amount <br />of $3000.00 from Acdount Q-11 (personnel) to Q-262 (medical), and request is <br />referred to the Legal Department.for the preparation of ordinance for the <br />consideration of the Common Council. <br />REQUEST TO ATTEND AFL-CIO CONVENTION - FIRE DEPARTMENT <br />Upon motion made, seconded and carried, the Board approved the request of <br />Acting Fire Chief Zurat for Captain William T':.Schmcdt, Lieutenant Carl J. <br />Swierzynski and Lieutenant Virgil Martz to attend the AFL-CIO convention <br />in Indianapolis, Indiana on October 16 to 18, 1968. Said attendance to be <br />at no cost to the City. <br />REROUTING TRUCK TRAFFIC <br />The following resolution rerouting truck traffic, upon motion made, seconded <br />and unanimously carried, was adopted: <br />"RESOLUTION OF THE BOARD OF WORKS & SAFETY OF <br />THE CITY OF SOUTH BEND, I ND IANA <br />WHEREAS, a need had arisen to provide increased <br />capacity and reduce certain conflicts in traffic by <br />installation of a one-way traffic system eastbound in the <br />100 block W. Madison St.; and <br />WHEREAS, the U. S. #31 and U.S. #33 truck route can <br />no longer be routed westward on the 100 block W. Madison <br />Street since it is one way east; and <br />WHEREAS, routing of truck traffic from Michigan <br />Street (U.S. #31 and U.S. #33) to any intersecting street <br />south of Madison Street would create unnecessary con- <br />gestion and conflicts, <br />NOW, THEREFORE, BE IT RESOLVED by the Board of <br />Works and Safety of the city of South Bend, Indiana that <br />all U.S. #31 and U.S. #33 truck traffic southbound on <br />Michigan Street (U.S. #31 and U.S. #33) in South Bend be <br />
