October 11., 1966 <br />The regular meeting of the Board of Public Works and Safety was called to order <br />at 10:00 A. M. with all members present. The minutes of the previous meeting <br />were read and approved. <br />SPECIAL POLICE OFFICER— STANLEY H. MITCHELL <br />Mr. Stanley H. Mitchell of Mishawaka, Indiana was approved as a special Police Officer <br />for the.South Bend Tribune and a bond was filed in his behalf.. <br />NEW POLICE OFFICERS <br />Police Chief Irving Hampton having this date presented to the Board of Public Works <br />and Safety the names of the following men: <br />"Mr. Terry Lee Hough 1336 Brummi.t Lane <br />Mr. Thomas Lee Ladd 1?25 Pyle Avenue <br />Mr. David John HAtala 4013 Sunset Place <br />Mr. Jack Hanna 409 W. Marion Street <br />Mr. Harold L. Grounds 720 So. Grant Street <br />Mr. Edward DeCraene 2115 Vine Street <br />and recommends their appointment to the South Bend Police Department and such <br />appointments having been considered by the Board of Public Works and Safetyand <br />there being several vacancies existing on the Police Department, the Board now <br />recommends that the men be appointed to^the South Bend Police Department <br />subject to all probationary requirements effective this date, October 17, 1966. <br />DEMOTION OF JOHN FILCHAK LT FIRE DEPARTMENT <br />Fire Chief McHenry has submitted a letter from Lieutenant John Filchak, asking that <br />he be demoted to a Private as of October 15, 1966 for personal reasons. The Board <br />approved the demotion. <br />SPECIAL POLICE BONDS <br />Bonds for special police officers Robert Gammage and Paul C..Truitt were approved <br />by the Board. <br />PETITION FOR STREET LIGHT <br />A petition for a street light in the 500 block.of Shamberlain Drive was ordered <br />filed by the Board and sent to the engineer's office for recommendation and study. <br />STREET LIGHT DENIED 504 EUCLID AVENUE <br />Ralph J. Wadzinski, Asst. Traffic Director, has recommended that a atreet light <br />requested by Walter Szymkowiak representing Mrs. Louise Lumpkin of 504 Euclid <br />Avenue for a street light to be placed in the alley at the rear of that address be <br />denied. The city has adopted a policy of not placing street lights in alleys. <br />It is recommended that the residents concerned investigate the possibility of a <br />"Nite Guard" light from the Indiana and Michigan Electric Company. <br />The Secretary was instructed to notify both Mr. Szymkowiak and Mrs. Louise <br />Lumbkin of the Board decision. <br />REVISION OF STREET LIGHTING SYSTEM ON WESTERN AVENUE <br />It has been recommended by Mr. Ralph J. Wadzinski, Assistant Traffic Director, <br />that the street lighting system on Western Avenue between Gladstone and Olive be <br />revised. Presently there is a 39 - 6,000 lumen street light in the area at a <br />tariff of $142.35. <br />Ideally the location calls for 70 to 80 - 20,000 lumen mercury vapor lites, <br />however with somewhat closer spacing, the area can be covered by 49 - 20,000 <br />mercury vapor lites at $256.80 a month. This plan minimizes the "dark spots" <br />giving fairly equal light, and leaves space on the opposite side of the street <br />for future alternate side lighting. The Board approved the recommendation. <br />
