February 16, 1970. <br />1 <br />1 <br />A regular meeting of the Board of Public Works and Safety convened at 9:35 <br />A.M. on February 16, 1970, with all members present. The minutes of the <br />previous meeting were reviewed and approved. <br />AGREEMENT FOR TRAFFIC IMPROVEMENTS (STATE, COUNTY AND CITY)- (TOPICS PROGRAM) <br />Upon motion made, seconded and carried, the Board approved and signed an. <br />agreement by the Indiana State Highway Commission for the State of Indiana, the <br />Board of Commissioners for the County of St. Joseph, and the Board of Public <br />Works and Safety for the City of South Bend, for a program of street improve- <br />ments in aid of traffic safety, to be participated in by the State, County and <br />City called Traffic.Operations Program Increasing Capacity for Safety (TOPICS) <br />program. The agreement was then referred to the Board of Commissioners of St. <br />Joseph County and the Indiana State Highway Commission for further execution. <br />HEARING ON ASSESSMENT ROLL - VACATION RESOLUTION NO. 3307 - MOSSBERG & _CO_._, INC. <br />This being the date set, hearing was held on the assessment roll in vacation <br />Resolution No. 3307, being for the vacation of:. <br />the north -south alley between Tutt.and Sample Streets and the <br />east -west alley between Carroll and Fellows Streets, more par- <br />ticularly described as: Beginning at the southeast corner of <br />Lot 6 in William S. Anderson's Subdivision in the City of South <br />Bend, Indiana; thence north along the east line of said Lot 6 <br />to the northeast corner thereof; thence east along the north <br />line of Lots 5, 4, 3 and 2 in said Subdivision to the south- <br />westerly line of Tutt Street; thence northwesterly along the, <br />southwesterly line of Tutt Street to the southeast corner of <br />Lot 12 in said Subdivision; thence west along the south line of <br />Lots 12, 11 and 10 to a point on the west line of said Lot 6, <br />as extended northerly; thence south to the northwest corner of <br />said Lot 6; thence east on the north line of said Lot 6 to a <br />point 14 feet west of the northeast corner of said Lot 6; thence <br />south on a line parallel with and 14 feet west of the east line <br />of said Lot 6 to the south line of said Lot 6; thence east 14 <br />feet to the place of beginning, in St. Joseph County, Indiana. <br />and proofs of publication of notice in the South Bend Tribune and the Tri- <br />County News on January 23, January 30 and February 6,= 1970, were examined and <br />found to be proper. <br />Attorney Jack C. Dunfee appeared before the Board on'.behalf of Mossberg and <br />Company, Inc. No remonstrators having appeared and no written remonstrances <br />having been received, on motion made, seconded and carried, the assessment <br />roll as presented was approved, and the Resolution was in all things ratified <br />and confirmed and the proceedings closed. <br />RETIREMENT FROM FIRE DEPARTMENT <br />Upon motion made, seconded and unanimously carried, the application of Rudolph <br />Ramhap for retirement from the Fire Department effective February 18, 1970, <br />was accepted and approved by the Board, fireman Ramhap having been appointed <br />to the Fire Department February 1, 1930 and having served more than 40 years. <br />APPLICATIONS FOR APPOINTMENT TO FIRE DEPARTMENT <br />The following applications for appointment to -the Fire Department were filed <br />with the Board and referred to the Personnel.Director for further processing: <br />Richard Kent EdsalI <br />Donald Lee Pickens <br />Earl Dean Pickens <br />Joe L.
