I e December 22, 1969. A regular meeting of the Board of Public Works and Safety convened at 9:30 A.M., on December 22, 1969 wi th 14me,* A. B:i cke.l j-,C and' Lloyd' S�. Taytor, City Engineer, present. The minutes of the previous two meetings were reviewed and approved. OPEN BIDS FOR VOICE TAPE RECORDING SYSTEM FOR POLICE DEPARTMENT This being the date set for receiving bids for a voice tape recording system for the Police Department, the Clerk tendered proofs of publication in the South Bend Tribune and the Tri County News on December 12 and December 19, 1969, which were read and found to be proper. The following bids were received: Meade Electric Company of Indiana, Inc., 2317 Lincolnway West, South Bend, Indiana , submitted bid which was opened and found to be for a video tape record- ing system and was therefore returned to the representative of the bidder present at the meeting. Thomas A. Edison Industries, Commerce -Building, South Bend, Indiana. Non collusion affidavit was found to be proper. Accompanying the bid was notation that "because of the short notice and the holiday delay in mail, we were not able to obtain a certified check from our home office in West Orange, New Jersey. However the check has been mailed." Bid was: Three message recorders---------------------------$4,388.00 Alternate bid ------------------------------------- $5,371.00 International Business Machines Corporation, 618 N. Michigan Street, South Bend, Indiana. Non collusion affidavit and certified check in the amount of $329.80 were found to be proper. Bid was: Three IBM message recorders ----------------------- $2 175.00 Alternate-----------------------------------------$3,297.97 There being no further bids, upon emotion made, seconded and carried, the bids werr referred to the Police Department for study and recommendation to the Board. OPEN BIDS FOR USED ASPHALT PAVER FOR STREET DEPARTMENT This being the date set for receiving bids for a used asphblt paver for the Street Department, the Clerk tendered proofs of publication in the South Bend Tribune and the Tri County News on December 5 and December 12, 1969, which were read and found to be proper. The only bid received was from Reid Holcomb Company, 3333 W. California Street, Fort Wayne, Indiana. The bid was opened. Non collusion affidavit and bid_bond in the amount of $450.00 were found to be proper. Bid was: One reconditioned Blaw Knox Asphalt Paver ---------- $4,500.00 No other bids having been received and the bid appearing to be reasonable, upon motion made seconded and carried, contract for the paver was awarded to Reid Holcomb Company. APPLICATIONS- FIRE DEPARTMENT The following applications for appointment to the Fire Department were filed with the Board and referred to the Personnel Director for further processing: James Michael Dembinski Dennis Lyn Dipert ADDITION TO RULES AND REGULATIONS - POLICE DEPARTMENT Upon motion made, seconded and carried, the Board approved and directed that the following be added to the Rules and Regulations for the South Bend Police Department: "Rank of corporal. The rank of corporal shall be attained by order - of the Board of Public Safety upon recommendation of the Chief of Police. Any member of the Department may become eligible for recommendation after completion of five years of service accumulated
