I e <br />December 22, 1969. <br />A regular meeting of the Board of Public Works and Safety convened at 9:30 A.M., <br />on December 22, 1969 wi th 14me,* A. B:i cke.l j-,C and' Lloyd' S�. Taytor, <br />City Engineer, present. The minutes of the previous two meetings were reviewed <br />and approved. <br />OPEN BIDS FOR VOICE TAPE RECORDING SYSTEM FOR POLICE DEPARTMENT <br />This being the date set for receiving bids for a voice tape recording system <br />for the Police Department, the Clerk tendered proofs of publication in the <br />South Bend Tribune and the Tri County News on December 12 and December 19, <br />1969, which were read and found to be proper. The following bids were received: <br />Meade Electric Company of Indiana, Inc., 2317 Lincolnway West, South Bend, <br />Indiana , submitted bid which was opened and found to be for a video tape record- <br />ing system and was therefore returned to the representative of the bidder present <br />at the meeting. <br />Thomas A. Edison Industries, Commerce -Building, South Bend, Indiana. Non <br />collusion affidavit was found to be proper. Accompanying the bid was notation <br />that "because of the short notice and the holiday delay in mail, we were not <br />able to obtain a certified check from our home office in West Orange, New Jersey. <br />However the check has been mailed." Bid was: <br />Three message recorders---------------------------$4,388.00 <br />Alternate bid ------------------------------------- $5,371.00 <br />International Business Machines Corporation, 618 N. Michigan Street, South Bend, <br />Indiana. Non collusion affidavit and certified check in the amount of $329.80 <br />were found to be proper. Bid was: <br />Three IBM message recorders ----------------------- $2 175.00 <br />Alternate-----------------------------------------$3,297.97 <br />There being no further bids, upon emotion made, seconded and carried, the bids <br />werr referred to the Police Department for study and recommendation to the Board. <br />OPEN BIDS FOR USED ASPHALT PAVER FOR STREET DEPARTMENT <br />This being the date set for receiving bids for a used asphblt paver for the <br />Street Department, the Clerk tendered proofs of publication in the South Bend <br />Tribune and the Tri County News on December 5 and December 12, 1969, which were <br />read and found to be proper. <br />The only bid received was from Reid Holcomb Company, 3333 W. California Street, <br />Fort Wayne, Indiana. The bid was opened. Non collusion affidavit and bid_bond <br />in the amount of $450.00 were found to be proper. Bid was: <br />One reconditioned Blaw Knox Asphalt Paver ---------- $4,500.00 <br />No other bids having been received and the bid appearing to be reasonable, <br />upon motion made seconded and carried, contract for the paver was awarded to <br />Reid Holcomb Company. <br />APPLICATIONS- FIRE DEPARTMENT <br />The following applications for appointment to the Fire Department were filed <br />with the Board and referred to the Personnel Director for further processing: <br />James Michael Dembinski <br />Dennis Lyn Dipert <br />ADDITION TO RULES AND REGULATIONS - POLICE DEPARTMENT <br />Upon motion made, seconded and carried, the Board approved and directed that <br />the following be added to the Rules and Regulations for the South Bend Police <br />Department: <br />"Rank of corporal. The rank of corporal shall be attained by order - <br />of the Board of Public Safety upon recommendation of the Chief of <br />Police. Any member of the Department may become eligible for <br />recommendation after completion of five years of service accumulated <br />
