November 3, 1969 <br />A regular meeting of the Board of Public Works and Safety convened at 930 <br />A.M. on November 3, 1969, with all members present. The minutes of the <br />previous meeting were read and approved. <br />PROMOTIONS - POLICE DEPARTMENT <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />recommendation of Chief of Police Loren M. Bussert for the following pro- <br />motions, effective November 1, 1969: <br />Albert Poelvoorde - to the rank of captain. <br />Larry Randt - to the rank of sergeant. <br />APPLICATIONS - POLICE DEPARTMENT <br />The following applications for appointment to the South Bend Police Depart- <br />ment were filed with the Board and referred to the Personnel Director for <br />further processing: <br />William Raymond Eberhardt <br />Gordon James Jaronik <br />Michael Bruce Seitz <br />APPOINTMENTS - SPECIAL POLICE OFFICERS <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />recommendation of Police Chief Loren Bussert for appointment of the following <br />men, employed by the South Bend Tribune, as special police officers: <br />James E. French <br />Jens A. Pedersen <br />Maurice A. Strange <br />REQUEST TO <br />ADVERTISE FOR BIDS FOR TWO -WHEEL MOTORCYCLE - POLICE DEPARTMENT <br />Upon motion <br />made, seconded and unanimously carried, the Board approved the <br />re- <br />quest of Chief <br />of Police Loren M. Bussert for permission to advertise for <br />one <br />two -wheel <br />(solo) motorcycle for the Police Department. December 17, 1969, <br />was <br />set as the <br />time for receiving bids and the Clerk was directed to advertise <br />in <br />the South <br />Bend Tribune and the Tri County News on November 7 and November <br />14, <br />1969. <br />REQUEST TO ADVERTISE FOR BIDS FOR VIDEO TAPE RECORDER SYSTEM - POLICE DEPARTMENT <br />Upon motion made, seconded and unanimously carried, the Board approved the re- <br />quest of Chief of Police Loren M. Bussert to advertise for bids for one 1/2 inch <br />tape video recorder system, complete with video recorder, portable camera, <br />monitor and accessories. December 8, 1969, was set as the time for receiving bids <br />and the Clerk was directed to advertise for bids in the South B,ehd Tribune and <br />the Tri County News on November 7 and November 14, 1969. <br />REQUEST TO TRANSFER FUNDS - POLICE DEPARTMENT <br />Upon motion made, seconded and carried, the Board approved the request of Chief <br />of Police Loren M. Bussert for the transfer of $400.00 from Account P-213 <br />(travel) to Account P-262 (medical). And the request was referred to the Legal <br />Department for the preparation of a resolution for the consideration of the Common <br />Council. <br />BUILDING DEPARTMENT - SUB -STANDARDS DIVISION <br />J. W. Adamson, Sub -Standards Director, appeared before the Board and the follow- <br />ing matters were taken up. <br />301 Hydraulic Avenue. Richard A. Muessel appeared before the Board as requested. <br />Mr. Muessel stated he was not aware of the condition of the structure and that <br />it will be removed if it is not feasible to reconstruct it, and that the first <br />floor is boarded up, some windows are out on the second floor. Upon motion made, <br />seconded and unanimously carried, the matter was continued 30 days for the owner <br />to decide whether to demolish the structure or reconstruct it. <br />
