4 <br />i` <br />October 20, 1969 <br />A regular meeting of the Board of Public Works and Safety was held at 9:30 <br />A.M., on October 20, 1969, with all members present. The minutes of.the <br />previous meeting were reviewed and approved. <br />LETTER OF APPRECIATEION FOR EFFICIENT SERVICE OF FIRE DEPARTMENT <br />A letter of appreciation received from William A. Carleton, 1112 E. Eckman <br />Street, South Bend, Indiana, commending the Fife Department for prompt and <br />efficient ambulet service rendered, was read and the Clerk directed to forward <br />a copy to the Fire Department. <br />REQUEST FOR TRANSFER OF FUNDS - POLICE DEPARTMENT <br />Upon motio de, seconded and unanimously carried, the Board approved the <br />request of,%Po ice Loren M. Bussert for the transfer of $7500.00 from Account <br />P-11 (services personal) to Account P-12 (salaries and wages), and the re- <br />quest was referred to the Legal Department for the preparation of a resolution <br />for such transfer for the consideration of the Common Co6ncil. Chief Bussert <br />explained that the fund is needed in order to pay for extra services of <br />officers beyond usual duties. <br />SICK LEAVE OVER 30 DAYS GRANTED - POLICE OFFICER JAMES HAMMER <br />Upon motion made, seconded and carried, the Board approved the request of <br />Chief of Police Loren M. Bussert for extension of sick leave over 30 days <br />on behalf of officer James Hammer until his release from the hospital. Lloyd <br />S. Taylor abstained from voting. <br />RETIREMENT FROM POLICE DEPARTMENT - ORSON E. HARMAN <br />Upon motion made, seconded and unanimously carried, the Board approved the re- <br />tirement of Orson E. Harman from the South Bend Police Department, effective <br />November 1, 1969, Captain Harman having been appointed March 1, 1949, and <br />having served over 20 years. <br />STATISTICAL REPORT FOR SEPTEMBER, 1969 - POLICE DEPARTMENT <br />Statistical report of the Police Department for September, 1969, was reviewed <br />and ordered filed. <br />APPLICATIONS - POLICE DEPARTMENT <br />The following applications for appointment to the South Bend Police Department <br />were filed with the Board and referred to the Personnel Director for further <br />processing: <br />John Joseph Bliley Lloyd Henry Jones <br />William Bernard Crockett Ronald Anthony Wisniewski <br />BUILDING DEPARTMENT - SUB -STANDARD DIVISION <br />J. W. Adamson, Sub -Standards Director, appeared before the Board and the <br />following matters were taken up: <br />715 Marietta Street. Mrs. Lottie King , owner of this property, appeared before <br />the Board with her attorney H. Theodore Noel]. Mr. Noel] explained that Mrs. <br />King has sold this property on a land contract'; that it is now occupied and is <br />being cleaned up. It was thereupon moved, seconded and unanimously carried <br />that the matter pertaining to 715 Marietta Street be continued indefinitely, <br />and the Sub=Standards Director was directed to keep the property under sur- <br />veillance. <br />214 W. Andela and 4-32P9 Hillcrest Road. Mrs. Andrew Pusta 2728 S. Michigan <br />Street, South Bend, Indiang, owner of the premises, appeared before the Board <br />as requested, and stated they are going to rehabilitate both structures, tearing <br />down the shed, and that work will commence immediately. Upon motion .made, <br />seconded and 'unanimously carried, the matter was continued 60,days, on con- <br />dition that both structures are kept closed and secured while being rehabilitated. <br />9172 N. Hill Street. Mrs. Ethel Zalas, owner of this property appeared before <br />e Board as requested, and stated that she sold this property on a land contract, <br />that the land contract buyer is deceased and the contract delinquent, and she <br />is trying to straighten out the matter of the land contract. Upon motion made, <br />seconded and unanimously carried, the matter was continued two weeks, at which <br />time Mrs. Zalas is to again appear before the Board or reach an understanding <br />with the Sub -Standard Director. <br />C <br />
