May 5, 1969 <br />A regular meeting of the Board of Public Works and Safety convened at 10:00 <br />A.M., on May 5, 1969, with all members present. <br />CHAUFFEURS, TEAMSTERS AND HELPERS LOCAL UNION #364 - SANITATION DEPARTMENT <br />Kenneth W. Buhle and Norman C. Murrin, President of Chauffeurs, Teamsters-, <br />and Helpers Local Union No. 364, 2405 E. Edison Road, South Bend, Indiana, <br />appeared before the Board. <br />Mr. Buhle stated they were present to discuss the unionization of the <br />Sanitation Department following official notice on April 4, 1969, to the <br />Mayor, with copies to all Board members, requesting that Teamsters Local <br />#364 be recognized as representing employees of the Sanitation Department <br />in matters of bargaining and working conditions, and stated that the <br />majority of employees in the Sanitation Department have signed application <br />cards for membership in the Union.. <br />Mr. Buhle further stated the Union realizes the organization of municipal <br />employees is in somewhat of a "grey area" but that precedents have been <br />set; that some cities have been organized and that there is no law stating <br />you mast deal with a Union and no law stating you cannot, that it is a <br />ipatter mostly of local decision. <br />Mr. Crumpacker, City Attorney, stated he had been premised a copy of the <br />Union's proposal but had not yet received it and if the Union will provide <br />such a proposal the Board will be glad to consider what can or cannot be done. <br />Thursday, May 8, 1969, at 9:00 A.M. was set for a further meeting with <br />representatives of the Union. <br />RECOMMENDATION OF ENGINEER - SORIN STREET TRAFFIC COMPLAINT <br />Clem Hazinski, Traffic Director, reported an investigation had been made by <br />the Engineering Department of the traffic conditions on Sorin Street and <br />made the following recommendations: <br />1. That the speed limit be posted as 25 miles per hour (absolute). <br />2. That installation of "Watch for Children" signs be posted at <br />each end of the study area. <br />3. Installation of "stop" signs on Patterson and Sorin and at <br />Whitehall and Sorin. And the installation of a double arrow <br />at the dead end of Patterson and Sorin and at Whitehall and Sorin. <br />4. That the Police Department be instructed to strictly enforce the <br />speed and stop sign regulations. <br />5. That "pedestrian crossing" signs replace the present "Watch <br />children" signs, beneath the present playground signs. <br />6. That a cross -walk be painted across Sorin between these signs, at <br />Preston. <br />Upon motion made, seconded and unanimously carried, the recommendation of <br />the Traffic Director was approved. <br />Ronald Nash, 3504 Sorin Street, representative of the residents who attended <br />the meeting April 28, 1969, was present. <br />BUILDING DEPARTMENT - SUB -STANDARDS DIVISION <br />'J. W. Adamson, Sub -Standards Director, appeared before the Board and the <br />following matters were taken up: <br />1053 LaSalle Court. Mr. Adamson stated this property had been before the <br />Board under the prior owner. Mrs. Martha Faulkner, present owner, appeared <br />before the Board and stated she had purchased materials to repair the building <br />and expects to bring it up to standard. Upon motion made, seconded and <br />unanimously carried the matter was postponed for one week to afford the owner <br />an opportunity to secure the premises. <br />
