April 14, 1969 <br />A regular meeting of the Board of Public Works and Safety convened at 10:00 <br />A.M. onfApril 14, 1969, with all members present. The minutes of the <br />previous meeting were reviewed and approved. <br />REQUEST TO ATTEND I.F.S.T.A. CONFERENCE - FIRE DEPARTMENT <br />Upon motiontmade, seconded -and unanimously carried, the Board approved the <br />request of Fire Chief Joseph L. 2 urat.for Captain William Schmidt to attend <br />the International Fire Service -Training -Association conference in July, 1969, <br />at Stillwater, Oklahoma. Captain Schmidt has been asked to assist in the <br />preparation of a training manual on aircraft fire protection and rescue pro- <br />cedures for the International Fire Service Training Association.' <br />ADOPTION OF RULES AND REGULATIONS - FIRE DEPARTMENT <br />Upon motion made, seconded and unanimously carried, the following Rules and <br />Regulations for the Fire Department were adopted: <br />"FIRE DEPARTMENT RULES AND REGULATIONS <br />NSTRUCT ION .AND ALARM BUREAU <br />I. <br />. Section l.. The Fire Department Instruction and Alarm <br />Bureau shall be under the control of the Fire Chief, the direction <br />of the Executive Chief and the immediate supervision of the Chief <br />Instructor (Battalion Chief). <br />Section 2. it shall be responsible for the opgration of <br />the Instruction Section, the Fire Alarm Station and the Radio Main- <br />tenance Division. <br />11. <br />INSTRUCTION SECTION <br />Section 1. PERSONNEL: The Instruction Section personnel <br />shall consist of a Battalion Chief instructor, one Captain (second <br />in command) and two Lieutenants. <br />Section 2. FUNCTION: To compile -and prepare instruction <br />material and for the use of same in training new personnel and the <br />in-service training of existing personnel; -to maintain liaison on <br />matters of personnel and training with the Police Department and <br />other agencies of the City Government and with other Fire and Police <br />Departments; to arrange with such other and outside agencies for <br />the interchange of teaching material and instructors; to assist <br />in the preparation and conduct of recruiting and promotional pro- <br />grams; to arrange and conduct rookie schools, officer schools and <br />refresher courses; to assist officers having difficulty with their <br />companies; to conduct in -station training and multiple company <br />training; to assist other and outside agencies and other persons in <br />providing special education for Fire Department personnel. <br />Section 3. ADDITIONAL DUTIES: All Instruction Bureau <br />personnel shall respond to all extra alarm fires and all emergencies <br />as requested by higher authority. <br />FIRE ALARM STATION <br />Section 1. CONTROL: All Alarm personnel shall be under <br />the control of the Fire Chief, direction of the Executive Officer. <br />and supervision of the Chief Instructor. <br />
