February 10, 1969 <br />1 <br />A regular meeting of the Board of Public Works and Safety convened at 10:00 <br />A.M. on February 10, 1969, with Lloyd S. Taylor and James -A. Bickel: present. <br />The minutes of the previous meeting were reviewed and approved. <br />HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3248 - W. DONALD ST. <br />This being the date set, hearing was held on the assessment roll for the im- <br />provement of West Donald Street, from the alley east of Webster to Kemble <br />Avenue and the first 100 feet of Arnold Street south of West Donald Street, <br />by constructing a Class C, Type I cement concrete pavement with integral <br />curb and gutter. <br />The Clerk tendered proofs of publication in the South Bend Tribune on <br />January 30 and January.31, 1969, which were found to be sufficient. <br />No remonstrators having appeared and no written remonstrances having been <br />received, upon motion made, seconded and carried,the assessment roll filed <br />with the Board on January 27, 1969, was approved and in all things confirmed <br />BUILDING DEPARTMENT - SUB -STANDARDS DIVISION <br />J. W. Adamson, Sub -Standards Director, appeared before the Board and the <br />following matters were taken up; <br />522 S. Rush Street. Mr. Adamson stated this property is in bad condition. <br />Mrs. Margaret Coil, 14620 S. Whipple Street, Posen, Illinois, owner with <br />her husband Elmer Coil, stated the property had been sold on land contract; <br />that the land contract buyer had informed her the repairs were being made; <br />that she seldom came to South Bend and was not aware of the condition of <br />the property; that the payments were kept up until three months ago; that <br />it seemed pointless to try to repair the property and that she was agreeable <br />to the City taking it down. Upon motion made, seconded and carried, the <br />Board authorized Mr. Adamson to advertise for bids for demolition of the <br />property. <br />530 S. Fellows Street. Mr. Adamson stated this building is in bad condition, <br />filled with junk, is a fire hazard and should be torn down. Noble Skinner, <br />501.S. Eddy Street, South Bend, owner of this property, stated that this <br />property had been sold on a land contract to Rev. and Mrs. Turley; that Rev. <br />Turley was deceased and Mrs. Turley wanted to keep the property and that <br />this would be resolved one way or the other on February 20, Upon motion <br />made, seconded and carried, the matter was postponed until February 24, at <br />which time Mr. Skinner is to again appear before the Board. <br />421 S. William Street. Mr.,Adamson reported this property to ,be in bad con- <br />dition; that requests for repairs have been ignored; that this i,s.a.two=family <br />dwelling and both sides are occupied. Max Cohen, 428 S. Taylor Street, <br />South Bend, Indiana, owner of the property, appeared before the Board. There <br />followed some discussion as to the condition of the house. Mr. Cohen stated <br />that there was no central heating plant; that it rented for $50.00 for each <br />side, per month. Upon motion made, seconded and carried, the matter was <br />postponed for two weeks for further investigation. <br />240 Pagin Street. Mrs. Bernice Dekins, 223 N. Adams Street, South Bead, <br />Indiana, appeared before the Board. She stated that this property had be- <br />longed to her father now deceased; that she and her sister want to repair it <br />so they can sell it. Mrs. Dekins was ordered by the Board to have the <br />structure boarded up within one week and the matter was postponed for <br />two weeks before taking further action. <br />51312- E. South Street. Mr. Adamson stated that Gilbert Nash, State Hotel, <br />2232 N. Michigan Street, South Bend, Indiana, the owner of this property, <br />requested to appear before the Board this date, but failed to do so. He <br />was. .x <br />stated the structure is open, is unoccupied, and in bad condition; and that. <br />the owner wants it taken down. Upon motion made, seconded and carried, the <br />Board authorized Mr. Adamson to advertise for bids for demolition of the <br />property. <br />2525 W. Lawton Street. Mr. Adamson stated that the owner of this property <br />wants it torn down. U pon motion made, seconded and carried, permission <br />was granted by�the Board to advertise for bids for demolition of the property. <br />
