April 19, 1971. A regular meeting of the Board of Public Works and Safety convened at 9:35 A.M. on April 19, 1971, with all members present. The minutes of the previous meeting were reviewed and approved. FIRE DEPARTMENT - APPLICATIONS The following applications for appointment to the Fire Department were filed with the Board and referred to the Personnel Director for further processing: Harold: Dceq-H&oton David A. Podelwitz POLICE DEPARTMENT - APPLICATIONS The following applications for appointment to the Police Department were filed with the Board and referred to the Personnel Director for further processing: Janette Lucille Beach Richard John Pishnoff Bernard Joseph Stepczynski, Jr. POLICE DEPARTMENT - PROMOTION Upon motion made, seconded and unanimously carried, the Board approved the promotion of Forrest L. Milbourn, upon the recommendation of Chief of Police Loren M. Bussert, from the rank of corporal to the rank of sergeant effective April 16, 1971. POLICE DEPARTMENT - STATISTICAL REPORTS Police Department statistical reports for the month of March, 1971, were reviewed and ordered filed. POLICE DEPARTMENT - REQUEST TO PARTICIPATE IN BLOSSOM TIME FESTIVAL PARADE Upon motion made, seconded and carried, the Board approved the request of Chief of Police Loren M. Bussert for five cyclemen from the Police Depart- ment and Division Chief Kenneth McDonnald to participate in the Blossom Time Festival parade in -St. Joseph,*Michigan on Saturday, May 8, 1971, and to provide a police escort for a parade on Friday, May 7, 1971, in South Bend. APPOINTMENT AS SPECIAL POLICE OFFICER - RIC'HARD LEE STANLEY Upon motion made, seconded and unanimously carried, the Board approved the appointment of Richard Lee Stanley as a special police officer employed by the St. Joseph Hospital, upon the recommendation of Chief of Police Loren M. Bussert. BUILDING DEPARTMENT - SUB -STANDARDS DIVISION Richard Liszewski, Sub -Standards Director, appeared before the Board and the following matters were taken up: 736 N. Frances Street. The Sub -Standards Director reported having met with the owner of the property at 736 N. Frances Street, Wallace J. Mitchell, and stated that a new list of repairs was given to Mr. Mitchell who requests a continuance of one week to start the repairs. Upon motion made, seconded and carried, the matter was continued one week. 2515 W. Grace Street. The Sub -Standards Director reported the property at 2515 W. Grace Street will be taken down privately. Thereupon, it was moved, seconded and unanimously carried to continue the matter indefinitely but to keep the matter under surveillance of the Sub -Standards Department.
