<br />A regular meeting of the Board of Public Works and Safety convened at 9:30
<br />A.M., on May 4, 1970, with all members present. Minutes of the previous
<br />meeting were reviewed and approved.
<br />BIDS OPENED - WASHINGTON AVENUE SEWER,_NILES AVENUE TO ST. JOSEPH RIVER
<br />This being the date set for receiving bids for the construction of a sanitary
<br />sewer, from Niles Avenue to St. Joseph River, on Washington Avenue, the Clerk
<br />tendered proofs of publication of notice in the South Bend Tribune and the
<br />Tri County News on April 17 and April 24, 1970, which were found to be proper.
<br />The following bids were received:
<br />Bradberry Brothers Construction Company, 20061 Dice Street, South Bend,
<br />Indiana, 46614. Non collusion affidavit was found to be proper. The bid was
<br />accompanied by a company check in the amount of $384.00 and Form 96-a (financial
<br />statement of bidders). Total bid - $15,343.00. Completion time 120 days.
<br />Cowles Construction Company, 508 Thompson Avenue, Elkhart, Indiana.. Non
<br />collusion affidavit was found to be proper. The bid was accompanied by a bid
<br />bond of 5% of the bid and by Form 96-a (financial statement of bidders).
<br />Total bid -- $17, 141.00. Completion time 30 days.
<br />H. DeWulf Mechanical Contractor, Inc., 2540 W. 6th Street,.Mishawaka, Indiana.
<br />Non collusion affidavit was found to be proper. The bid was accompanied by a bid

<br />affidavit was found to be proper. The bid was accompanied by a bid bond of 22%
<br />of the bid and by Form 96-a (financial statement of bidders). Total
<br />bid - $17, 673.00.
<br />Haskins, Inc., 64704 U. S. #31 South, Lakeville, Indiana, 46536. Non
<br />collusion affidavit was found to be proper. The bid was accompanied by a bid
<br />bond of 2 . of the bid and by Form 96-a (financial statement of bidders).
<br />Total bid - $19,493.00

<br />collusion affidavit was found to be proper. The bid was accompanied by a bid
<br />bond of 22% of the bid and by Form 96-a (financial statement of bidders).

<br />There being no further bids, upon motion made, seconded and unanimously carried,
<br />the bids were referred to the City Engineer for study and recommendation to
<br />the Board.
<br />APPOINTMENT TO FIRE DEPARTMENT - PRESTON A. JO HNSON
<br />Upon motion made, seconded and unanimously carried, the Board approved the
<br />appointment of Preston A. Johnson to the South Bend Fire Department, effective
<br />May 4, 1970.
<br />APPLICATION FOR APPOINTMENT TO FIRE DEPARTMENT - THOMAS DEAN CIRA
<br />The application of Thomas Dean Cira for appointment to the South Bend Fire
<br />Department was filed with the Board and referred to the Personnel Director for
<br />further processing.
<br />PROMOTION - FIRE DEPARTMENT
<br />Upon motion made, seconded and unanimously carried, the Board approved the
<br />promotion of fireman Guy Chapman to the rank of lieutenant, effective as of
<br />April 27, 1970.
<br />APPLICATION FOR APPOINTMENT TO POLICE DEPARTMENT - JAMES TERRY MUMFORD
<br />The application of James Terry Mumford for appointment to the South Bend Police
<br />Department was filed with the Board and referred to the Personnel Director for
<br />further processing.
<br />PROMOTION - POLICE DEPARTMENT
<br />Upon motion made, seconded and unanimously carried, the Board approved the
<br />promotion of Corporal Edward Scott to the rank of detective sergeant, effective
<br />May 16, 1970.
