115 <br />March 16, 1970. <br />A regular meeting of the Board of Public Works and Safety convened at 9:30 <br />A.M., on March 16, 1970, with all members present. The minutes of the <br />previous two meetings were reviewed and approved. <br />PROMOTIONS - FIRE DEPARTMENT <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />recommendation of Fire Chief Joseph L. Zurat for the following promotions: <br />George F. Gyori - to the rank of lieutenant, effective 3/16/70 <br />John H. Nelson 1pi to the rank of lieutenant, effective 3/16/70. <br />APPLICATIONS FOR APPOINTMENT TO POLICE DEPARTMENT <br />Police <br />The following applications for appointment to the South Bend/Department were <br />filed with the Board and referred to the Personnel Director for further <br />processing: <br />Frederick N. Guljas <br />Curtis Owen <br />,r— <br />POL-ICE FAMILIARIZATION PROGRAM APPROVED <br />QC <br />Upon motion made, seconded and unanimously carried,'the Board approved a <br />"Police Familiarization Program" wherein 30 Notre Dame law students are per- <br />i� <br />mitted to accompany police officers on patrol duty week days between the <br />hours of 8:00 P.M. and 10:30 P.M., amounting to approximately 10 hours - <br />observation time for each student. <br />SHERIFF AND POLICE CHAPLAINCY <br />The report of Chief of Police Loren M. Bussert concerning Sheriff and Police <br />Chaplaincy activities in accompanying police officers on patrol duty was <br />filed with the Board and referred to the Board members for individual study. <br />REQUEST TO ATTEND POLICE RECORDS MANAGEMENT SCHOOL - JAMES E. ROBISON <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />request for Police Officer James E. Robison to attend a Police Records <br />Management School at Indiana University, Bloomington, Indiana, from March 30 <br />through April 17, 1970. <br />STATISTICAL REPORT FOR FEBRUARY, 1970 - POLICE DEPARTMENT <br />Statistical report of the Police Department for February, 1970, was reviewed <br />by the Board and ordered filed. <br />REPORT OF OFFENSES AND ARRESTS - MODEL NEIGHBORHOOD AREA <br />Police report of offenses and arrests in the Model Neighborhood area during <br />February, 1970, was reviewed by the Board and ordered filed. <br />BUILDING DEPARTMENT - SUB -STANDARDS DIVISION <br />J. W. Adamson, Sub -Standards Director, appeared before the Board and the <br />following matters were taken up. <br />1141 S. Michigan Street. Attorney John Humphreys appeared on behalf of George <br />Bernath, owner of this property. Mr. Humphreys stated Mr. Bernath wishes to <br />rehabilitate the building and asked a continuance of two weeks. Since Mr. <br />Bernath has been on notice for several months, the motion was made, seconded <br />and carried that the matter be continued one week for the owner to come up <br />with some definite plan of rehabilitation or demolition of the property, <br />and the opening of demolition bids, scheduled for this date, was postponed <br />until March 23, 1970. <br />Mr. Adamson reported to the Board that he also had been contacted by attorney <br />Charles Roemer in reference to this property and that Mr. Roemer was to appear <br />before the Board at 10:00 A.M. on behalf of Mr. Bernath. As Mr. Humphreys <br />left the meeting, Mr. Roemer appeared. After_ a conversation between Mr. <br />Humphreys and Mr. Roemer, Mr. Roemer advised the Board Mr, Humphreys had with- <br />drawn from representing Mr. Bernath. Mr. Roemer stated Mr. Bernath had obtained <br />estimates of some $5000.00 to rehabilitate the building, and asked an extension <br />
