MICHAEL BORKOWSKI <br />Uporr the recommendation of Chief of Police Loren M. Bussert, it was moved, <br />seconded and unanimously carried to approve the attendance of Sergeant Michael <br />Borkowski at a twelve weeks course of instruction at the University of <br />Louisville, Southern Police Institute for Executive Development and Po Lice <br />Administration, Louisville, Kentucky, commencing March 15, 1970. <br />FIRE DEPARTMENT - CHAPLAIN <br />Communication from Fire Chief Joseph L. Zurat of the chosing of F ather F. <br />Thomas Lallak as assistant to Rev. James Healy as chaplain of the South <br />Bend Fire Department was read and ordered filed. <br />BUILDING DEPARTMENT - SUB -STANDARDS DIVISION <br />Ir- <br />°J. W. Adamson, Sub -Standards Director, appeared before the Board and the <br />following matters were taken up. <br />315 Parkovash. Mrs. Clara Strandberg, 323 P arkovash, and Mrs. Frederick <br />Mutzl, 320 Parkovash, appeared before the Board and complained of the con- <br />dition of the property at 315 Parkovash and requested some action be taken <br />to correct the situation. <br />Mrs. Strandberg stated in the three years she has lived there nothi-ng has <br />been done to improve the condition of the property. Mrs. Mutzl stated she <br />has lived at 320 Parkovash 29 years and would like to improve her property <br />except for the deteriorated condition of the property next door. It was <br />explained that the Board is concerned with the safety hazard of a structure <br />and does not have unli-mited authority as to its condition; that this house <br />while it may be in need of paint and carpentry work, is not in a condition <br />where the Board would have jurisdiction. <br />Upon motion made, seconded and unanimously carried, the Sub -Standards director <br />was directed to keep the property under survdillance. <br />Mr. Taylor moved the Legal Department be requested to render written in- <br />structions to the Sub -Standards Department relative to its right of entry <br />i-n the case of occupied and unoccupied property, where •right of entry Us <br />either denied or permitted. The motion was seconded and carried, and the <br />matter was referred to the Legal Department for opinion. <br />513 S. Walnut Street. Mrs. Doris Modas, 50555 Hollyhock Road, South Bend, <br />Indiana, daughte—r-77 the deceased owner of the property, appeared before the <br />Board and stated that if the City wanted the property they could have it; <br />that it has been broken into and vandalized and is of little value. Upon <br />motion made, seconded and unanimously carried, the Sub -Standards Director <br />was authorized to -seek bids for the demolition of the property at 513 S. <br />Walnut Street. <br />509 S. Walnut Street. Rex Moore appeared before the Board as requested, and <br />stated he is putting aluminum siding on the property which will be completed <br />as soon as the weather is better, and that the house is closed up. Upon <br />motion made, seconded and carried, the matter was continued indefinitely and <br />the Sub -Standards Director was directed to keep the property under surveillance. <br />1132 S. Franklin Street. Mr. Adamson reported that Anna Bellakovich who was <br />requested to appear before the Board is deceased; that Clem Winkowski oversees <br />the property and says there is no money in -the estate and taxes on the property <br />are delinquent; that there have been two or three fires in the building, and <br />that the Health Department has complained about the property. Upon motion <br />made, seconded and unanimously carried, the Sub -Standards Director was authorized <br />to seek bids for demolition of the structure at 1132 S. Franklin Street. <br />
