q 0 � <br />August 14, 1972 <br />A regular meeting of the Board of Public Works and Safety convened <br />on Monday, August 14, 1972 at 9:30 A.M. All members were present. <br />Minutes of the last meeting were reviewed and approved. <br />FIRE DEPARTMENT <br />A letter was received from Michigna Mack, Inc., wherein they stated <br />they had been able to negotiate a more favorable interest rate for <br />the lease purchase of three (3) fire Trucks. The new rate will be <br />4.10% instead of the 4.7% in their original proposal. <br />Upon motion made, seconded and carried, the Board awarded the bid <br />for three fire trucks to Michigna Mack, Inc., on their bid of <br />This bid was considered, in the Board's opinion to be in the best <br />interest of the City of South Bend. <br />POLICE DEPARTMENT <br />Chief Seals was present and matters pertaining to his department were <br />discussed. <br />CHARGES AGAINST PATROLMAN JOHN EVANS FARR <br />The Chief presented the following charges: <br />CITY OF SOUTH BEND TO THE BOARD OF PUBLIC WORKS AND <br />SAFETY OF THE CITY OF SOUTH BEND, <br />STATE OF INDIANA INDIANA <br />CHARGES AGAINST PATROLMAN: <br />JOHN E. PARR <br />The undersi§gedy Robert W. Seals, Chief of the Police Force <br />of the City of South Bend, does khereby prefer charges against Patrol- <br />man John E. Farr, said charges biing in the following particulars, to -wit: <br />That on the 3rd day df August, 1972, in Mishawaka, St. <br />Joseph County,.lndiana, Patrolman John E. Farr did violate sections <br />3.7, 3.9, 4.1$, and 4.50 (a) (e) of the Duty Manual of the South Bend <br />Police Department of the City of South Bend, Indiana in the following: <br />(a) That on the 3rd day of August, 1972, at or about 5:30 <br />A.M. at the intersection of Hoover Avenue and East Jefferson Street in <br />the City of Mishawaka, St. Joseph'County, Indiana, John E. Farr did then <br />and there interfere with and obstruct the efforts of officers of the <br />Mishawaka Police Department who were in the process of apprehending and <br />arresting a suspect who they had probably cause to believe had committed <br />a crime. <br />(b) That on the 3rd day of August, 1972, at or about 4:10 A.M. <br />in the Mishawaka Police Station, City of Mishawaka, St. Joseph County, <br />Indiana, said John E. Farr did fail to cooperate with officers of the <br />Mishawaka Police Department and did interfere with the said officers of <br />the Mishawaka Police Department and did interfere with the said officers <br />of the Mishawaka Police Department in the performance of their designated <br />duties; that further, said Patrolman John E. Farr did act in a rude and <br />insolent manner and made threatening gestures to the said police officers <br />of the City of Mishawaka. <br />
