36? <br />July 10, 1972 <br />A regular meeting of the Board of Public Works and Safety was convened at <br />9:30 A. M. on Monday, July 10, 1972. Present were Mr. Charles A. Sweeney, <br />Jr. and Mr. William J. Richardson, members. Minutes of.the last meeting <br />were read and approved. <br />FIRE DEPARTMENT: <br />FIRE DEPARTMENT APPL-1<CATIONS <br />Fire Department applications were reviewed and referred to the Personnel <br />Department for,the following: <br />Alan James Mackowiak Joseph Frank Piechowiak <br />Harold Junior Swiatowy William Klute <br />POLICE DEPARTMENT <br />Chief Robert Seals was present. <br />Itt, SPECIAL POLICE BOND - ROBERT L. KINGSAFER <br />Upon motion made, seconded and carried, the Board approved the Special <br />U Police.Bond for.Robert L. Kingsafer to July 8, 1973. <br />POLICE DEPARTMENT APPLICATIONS <br />Police Department applications were reviewed and referred to the Personnel <br />Department for the following: <br />John Kent Andreae Joseph Michael Sadural <br />Edward James Summers III <br />LETTER FROM MAYOR JERRY J. MILLER - M. A. R. C. <br />The following letter was presented: <br />July 10, 1972 <br />Board of Public Works & Safety <br />County -City Building <br />13th Floor <br />South Bend, Indiana 46601 <br />Gentlemen: <br />As the Board of Works and Safety considers the measure authorizing <br />the crime prevention program M. A. R. C. to be implemented in the <br />South Bend,area, 1 would,like to express my support of this important <br />volunteer effort. <br />In point of fact, this program grew out of my commitment to and <br />participation in neighborhood meetings. Such a neighborhood meeting, <br />in the Second District pointed out a variety of public concerns. <br />Project M. A. R. C. is a response to these concerns. <br />The principle of M. A. R. C. is simple --to mark and to inventory all <br />valuable items in a household as a deterrent to the sale of stolen <br />goods. Each household thus inventoried is awarded a M. A. R. C. emblem <br />which will be prominently displayed to all passers-by, whatever their <br />intentions. <br />Since last year 1 have been familiar with the operation and the success <br />of this program in other cities. Police Chief Seals and I have supported <br />this program; we welcome the private initiative which is necessary to <br />its success. To a great measure the M. A. R. C. program, if carried <br />out effectively and on a wide enough ,scale, can take the profit out of <br />theivery and can go a long way in maintaining the security and well- <br />being of the private citizen. <br />As the program takes shape locally, I would offer these comments. I <br />think it is imperative that M. A. R. C. be activated on a wide scale. <br />We must not merely shift high crime areas by M. A. R. C.-ing only one <br />part of town, and prompting criminals to sweep into another neighborhood. <br />
