1206' <br />February 14, 1972 <br />A regular meeting of the Board of Public Works and Safety convened at <br />9:30 A..M., on February 14, 1972. All members were present. The <br />minutes of the previous meeting were reviewed and approved. <br />FIRE DEPARTMENT <br />Chief Bland appeared before the Board and matters pertaining to his <br />department were discussed. <br />Chief Bland requested that Captain Michael Wegenka and Lieutenant <br />James Cole be permitted to attend the Fire Department Instructors' <br />Conference at Kansas City, Missouri, on March 14 through 17, 1972, <br />at their own expense. Upon motion duly made, seconded and unanimously <br />carried the request was granted for the two officers to attend the <br />conference. <br />Chief Bland recommended that the request for the use of the Fire <br />Stations #3, #4 and #11 by the St. Joseph County Heart Association, <br />for drop off and collection points on Heart Sunday, February 27, 1972 <br />be granted. Upon motion made, seconded and unanimously carried, the <br />Board approved the Chief's recommendation and instructed the Clerk <br />to write to the St. Joseph County Heart Association informing them <br />of the decision. <br />POLICE DEPARTMENT <br />Chief Seals appeared before the Board and matters pertaining to his <br />department were discussed. <br />Chief Seals presented a report that officer Thomas Balogh had been <br />off sick more than thirty days, but that he is now back to work and <br />the Chief suggested that he be used for light duty until such time as <br />he is released for active duty by his Doctor. Upon motion made, <br />seconded and carried the Board approved the recommendation and Officer <br />Balogh will be used for light duty in the Police Department. <br />CHARGES AGAINST PATROLMAN MAURICE VAN WOODS <br />Robert W. Seals,,.. <br />eals,, Chief of the Police Force of the City of South Bend, <br />does hereby prefer charges against Patrolman Maurice Van Woods, said <br />charges being that on the 26th day of January, 1972 at or about 3:00 <br />P.M. at S. S. Kresge's Store, 201 S. Michigan Street, in South_ Bend, <br />Patrolman Maurice Van Woods did violate sections 1.4 and 1.8 of the <br />Code of Ethics and the Cannons of Police Ethics of the Duty Manual <br />and that Patrolman Maurice Van Woods did violate Section 4.2 of the <br />General Rules and Regulations of the Poli-ce-Department of the City <br />of South Bend, as contained in the Duty Manual and that Patrolman <br />Maurice Van Woods did violate Section 4.50 of the Rules and Regulations <br />of the Police Department of the City of South Bend as contained in the <br />Duty Manual of the South Bend Police Department. Wherefore, the under- <br />signed Chief requests that the Board of Public Works and Safety order <br />a hearing had upon the charges, fix a date and time for said -hearing before <br />said Board, and that proper notice of the time and place of said hearing <br />on the charges be served upon Patrolman Maurice Van Woods forthwith. <br />Upon motion duly made, seconded and unanimously carried, the Board <br />directed the Legal Department to prepare a notice of hearing to be served <br />to Patrolman Maurice Van Woods, and set the hearing at 9:30 A.M. on <br />February 17, 1972, in the hearing room of the Board Room 1308, County <br />City Building. The notice is to be servied by an assistant to the City <br />Attorney. <br />
