18'9 <br />January 31, 1972 <br />A regular meeting of the Board of Public Works and Safety convened at <br />9:30 A.M., on January 31, 1972. All members were present. The minutes of <br />the previous meeting were reviewed and approved. <br />POLICE DEPARTMENT - APPLICATION FOR APPOINTMENT AS SPECIAL POLICE OFFICER <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />appointment of Watsey Gauldin as a special police officer for the city of <br />South Bend, Mr. Gauldin has been appointed Environmental Inspector. <br />SERGEANT LARRY RANDT TO ATTEND SCHOOL <br />Chief Seals requested permission to send Sergeant Larry Randt, a member of <br />the South Bend Police Department, to attend a Hazardous Devices Course at <br />Redstone Arsenal, Alabama on February 6th through February 25th, 1972, upon <br />the nomination by the law Enforcement Assistance Division, State of Mississ- <br />ippi of Sergeant Randt. The parent Law Enforcement Assisstance Administration, <br />Washington, D,C., will reimburse the City for the per diem and the City will <br />pay transportation. <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />�{ request and Sergeant Larry Randt wes permitted to attend the school which <br />2tJ trains in the general area of bombs, bomb disposal and all hazardous devices. <br />LETTER RELATIVE TO PRESS IDENTIFICATION <br />�U <br />January 31, 1972 <br />Board of Public Works and Safety <br />City of South Bend <br />County City Building <br />South Bend, Indiana <br />Gentlemen: <br />The need to update under the authority of this administration the Press <br />Identification instrument is respectfully called to your attention. <br />It is suggested that a combined Police and Fire Service type of instrument <br />be utilized to prevent confusion and to allow economy in this necessary <br />provision. <br />A meeting has been held with representatives of the news media of this <br />locality and a procedure and format agreed upon for submission to the <br />Board of Public Works and Safety for approval. <br />The instruments viewed as essential to proper identification of authorized <br />media personnel and to proper procedure to be followed at the scenes of <br />major fires and criminal investigations, allowing such matters as access <br />to such scenes by news personnel, decisions pertaining to recognition of <br />press vehicles at such scenes, etc., are attached for your examination <br />and approval. They include: <br />1. Personal identification cards of wallet -size, bearing all <br />required personal identication-descriptions and a photo- <br />graph of the bearer to whom such would be issued. <br />2. A sun visor -sized automobile identification card to be <br />used only at scenes similar to those described above and <br />not as items to be displayed to secure free or improper <br />parking in any other areas of the City. This identification <br />will display the legally issued license number of the car <br />to which such will be issued, thus allowing police control <br />of any possible misuse of such identification. <br />Through a splendid cooperation of all news media personnel of this City, <br />it has been agreed that the time and expense of effecting identification - <br />photographs of the personnel involved will be carried by certain members <br />
