<br />A regular meeting of the Board of Public Works and Safety convened at 9:30 A.M.
<br />on Tuesday, September 7, 1971, with all members present. The minutes of the
<br />previous two meetings were reviewed and approved.
<br />B'i`DS OPENED - TOPICS IMPROVEMENT - INTERSECTION AT TWYCKENHAM DRIVE AND EW ING
<br />This being the date set, bids,were opened for the improvement of the intersection
<br />at Twyckenham Drive and Ewing Avenue. Proofs of publication in the South Bend
<br />Tribune and the Tri County News on August 27 and September 3, 1971, were found
<br />to be sufficient. The following bids were received:
<br />Arco Engineering Construction Corporation, 901 N. Nappanee Street, Elkhart,
<br />Indiana. Non collusion affidavit was found to be proper. The bid was accompanied
<br />by a bid bond in the amount of 10% of the bid, together with financial state-
<br />ment of bidder (Indiana State Board of Accounts Form No. 96-a).
<br />Total bid--------------------------$19,375.65

<br />Construction Company, Inc., P. 0. Box 775, South Bend, Indiana,
<br />46624. Non collusion affidavit was found'to be proper. The bid was
<br />accompanied by a bid bond in the amount of 5% of the bid.

<br />Upon motion made, seconded and carried, the bids were referred to Clyde E.
<br />Williams and Associates, Inc., consulting engineers, for study and recommendation.
<br />BIDS OPENED - TOPICS IMPROVEMENT - INTERSECTION AT PORTAGE AND ELWOOD AVENUES
<br />This being the date set, bids were opened for the improvement of the intersection
<br />of Portage and Elwood Avenues. Proofs of publication in the South Bend Tribune
<br />and the Tri County News on August 27 and September 3, 1971, were found to be
<br />sufficient. The following bids were received:
<br />Arco Engineering Construction Corporation, 901 N. Nappanee Street, Elkhart,
<br />Indiana. Non collusion affidavit was found to be proper. The bid was
<br />accompanied by a bid bond in the amount of 10% of the bid. The bid was in
<br />the total amount of $21,203.43.
<br />Rieth Riley Construction Company, Inc., P. 0. Box 775, South Bend, Indiana,
<br />46624. Non collusion affidavit was found to be proper. The bid was accompanied
<br />by a bid bond in the amount of 5% of the bid. The total bid was in the amount
<br />of $18,731.66:
<br />Upon motion made, seconded and carried, the bids were referred to Clyde E.
<br />Williams and Associates, Inc., consulting engineers, for study and recommendation.
<br />FIRE DEPARTMENT - RETIREMENT
<br />Upon motion made, seconded and unanimously carried the retirement of Casimer
<br />R. Stachowiak from the South Bend Fire Department was accepted and approved
<br />effective as of September 6, 1971, fireman Stachowiak having completed 20''
<br />years with the Department.
<br />FIRE DEPARTMENT - REQUEST TO ATTEND FIRE CHIEFS' CONFERENCE
<br />Upon motion made, seconded and unanimously carried, Fire Chief Joseph L. Zurat
<br />was authorized to attend the International Fire Chiefs' Association conference
<br />in St. Louis, Missouri september 18 through September 22, 1971.
<br />APPLICATION APPROVED FOR APPOINTMENT AS SPECIAL POLICE OFFICER
<br />Upon motion made, seconded and unanimously carried, the Board approved the
<br />application of Stanley Lee Plump for appointment as a special police officer
<br />for the South Bend Housing Authority with the express proviso that the
<br />authority to carry a gun and exercise police powers is limited to the properties
<br />of the South Bend Housing Authority.
