August 23, 1971. <br />A regular meeting of the Board of Public Works and Safety convened at 9:30 <br />A.M. on August 23, 1971., Present were Lloyd S. Taylor and James A. Bickel. <br />The minutes of the previous meeting were reviewed . <br />BIDS OPENED FOR THE IMPROVEMENT OF POLK COURT <br />This being the date set for receiving bids for paving Polk Court, from Colfax <br />Avenue to Columbus Court, the Clerk tendered proofs of publication in the <br />South Bend Tribune and the Tri County News on August 13 and August 20, 1971, <br />which were read and found to be sufficient. The following bids were received: <br />McIntyre & Jones, 2526 W. Sixth, Street, Mishawaka, Indiana. The bid was <br />accompanied by a non collusion affidavit which was found to be sufficient, <br />together with bid bond in the amount of 5% of the bid. The total bid was in <br />the amount of $13,650.40. <br />Rieth Riley Construction Company,Inc., P. 0. Box 775, South Bend, Indiana, <br />46624. The bid was accompanied by a non collusion affidavit which was found <br />to be sufficient, together with a bid bond in the amount of 5% of the bid and <br />bidder's financial statement (Indiana State Board of Accounts Form 96-a). <br />The total bid was in the amount of $11,818.85. <br />Upon motion made, seconded and carried, the bids were referred to the Engineer- <br />ing Department for study and recommendation to the Board. <br />POLICE DEPARTMENT - REQUEST TO ATTEND CONFERENCE <br />Upon motion made, seconded and unanimously carried, the Board approved the re- <br />quest of Chief of Police Loren M. Bussert for Sergeant Edward M. Scott to attend <br />the First National Minority Police Officers Conference in St. Paul, Minnesota <br />August 26 through 28, 1971. <br />POLICE DEPARTMENT - RESIGNATION OF CADET DENNIS PAUL RA NDLES <br />The resignation of Dennis Paul Randles from the Police Cadet Program, effective <br />August 25, 1971, was accepted and approved by the Board. <br />POLICE DEPARTMENT - TRAFFIC REPORT <br />Traffic report of the Police Department for the month of July, 1971, was <br />reviewed and ordered filed. <br />APPLICATION FOR APPOINTMENT AS SPECIAL POLICE OFFICER <br />Upon motion made, seconded and carried, the app-lication of Pasco Fleming for <br />appointment as a special police officer for Consolidated Negro Contractors, <br />Inc., was referred to the Legal Department for review and recommendation. <br />BUILDING DEPARTMENT - REQUEST FOR INSPECTORS TO ATTEND CONFERENCE <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />request of the Building Commissioner for nine inspectors to attend a conference <br />of the Indiana Inspectors' Association August 22 to August 25, 1971, in Muncie, <br />Indiana. <br />BUILDING DEPARTMENT - SUB -STANDARDS DIVISION <br />Richard Liszewski, Sub -Standards Director, appeared before the Board and the <br />following matters were taken up. <br />315 Parkovash. Mr. Liszewski reported the owner, Henry Hoover, was requested <br />by certified mail to appear before the Board this date but that he has heard <br />nothing from Mr. Hoover; that entrance to the dwelling has been denied to his <br />Department by the tenant at 315 Parkovash. Before the close of the meeting <br />attorney George Stratigos appeared before the Board and stated that Mr. Hoover <br />is presently in Europe, and that upon his return about September 10, 1971, he <br />will contact Mr. Hoover to see what can be done. Upon motion made, seconded <br />and carried, the matter was continued until September 7, 1971. <br />
