<br />A regular meeting of the Board of Public Works and Safety convened at 9:30
<br />A.M. on July 26, 1971, with all members present. The minutes of the
<br />previous meeting were reviewed and approved.
<br />REMONSTRANCES - MUNICIPAL TRASH AND GARBAGE COLLECTION
<br />Mrs. Conchita Washington, President of the local branch of the National
<br />Association for the Advancement of Colored People (NAACP) appeared before
<br />the Board and presented a petition,.signed by herself and 12 others, to ex-
<br />tend the time beyond July 26, 1971, for submitting bids for hauling trash
<br />and garbage, stating that enough time was not allowed for preparing the bid
<br />and obtaining a bond.
<br />Mrs. Washington also presented a petition on behalf of Consolidated Rubbish
<br />Company, 749 S. Sheridan Street, South Bend, Indiana, signed by Horace Woods
<br />and seven others, to extend the time beyond July 26, 1971, for submitting
<br />bids for hauling trash and garbage or, in the alternative, to accept a bid
<br />without bond until such bond can be obtained.
<br />Also submitted by Mrs. Washington was a letter signed by Mary F. Reid and
<br />Jean Glass, as co-chairman for the Fighters for Welfare Rights Organization,
<br />P. 0. Box 1183, South Bend, Indiana, requesting that the time be extended
<br />beyond July 26, 1971 for submitting bids for the hauling of trash and garbage.
<br />Also submitted by Mrs. Washington were letters from Joseph A. Sanders, Director
<br />of the National Alliance of Businessmen, 320 W. Jefferson Boulevard, South
<br />Bend, Indiana, requesting that the time for receiving bids be extended 10
<br />days beyond July 26, 1971, and a letter from Robert Derrickson, Sr., President
<br />of Consolidated Negro Contractors, Inc., III N. Olive Street, South Bend,
<br />Indiana, 46628, requesting an extension of time beyond July 26, 1971, for sub-
<br />mitting bids.
<br />The petitions and letters were read aloud by the President and ordered filed.
<br />Attorney Peter J. Nemeth, Tower Building, South Bend, Indiana, appeared be-
<br />fore the Board and filed a written protest on behalf of independent trash
<br />haulers against municipal trash pick-up in the city of South Bend and re-
<br />questing the Board to reject all bids received. The letter was ordered
<br />placed on file.
<br />The President of the Board stated the date of July 26, 1971, was set as the
<br />time for receiving bids since figures must be available to the Common Council
<br />at its meeting this evening in order to be considered for the 1972 budget.
<br />It was moved, seconded and carried that the bids be opened but that time be
<br />extended for the receiving of bid bonds.
<br />BIDS OPENED - MUNICIPAL COLLECTION OF TRASH AND GARBAGE
<br />This being the date set for receiving bids for the collection of trash and
<br />garbage by the City of South Bend from approximately 20,000 residences, the
<br />Clerk tendered proofs.of publication of notice in the South Bend Tribune and
<br />the Tri County News on July 16 and July 23, 1971,.which were read and found
<br />to be sufficient.
<br />The following bids were received:
<br />B & M Trash Removal, by Peter F. Rogers, Owner, 3821 Riverside Drive, South
<br />Bend, Indiana. Non collusion affidavit was found to be proper. The bid was
<br />accompanied by a bank money order No. 607945 on the St. Joseph Bank and Trust
<br />Company in the amount of $2,200.00. Financial statement of bidder (Indiana
<br />State Board of Accounts Form 96-a was not provided. The bid was as follows:
<br />Item #1 20,000 residences @ $1.85 per mo. per unit or $444,000.00 per yr.
<br />Item #2 no bid.
<br />Consolidated Rubbish Co., 749 S. Sheridan Avenue, South Bend, Indiana, 46619.
<br />Non collusion affidavit was found to be proper. The bid was accompanied by
<br />a financial statement of bidder (Indiana State Board of Accounts Form 96-a).
<br />Bid bond is in the process of being obtained and will be provided as soon as
<br />possible. The bid was as follows:
