BID - VENTILATING SYSTEM, MUNICIPAL SERVICES FACILITY
Mr. James A. Roemer', City -Attorney, called to the attention of the Board the
fact that at 9:30 a.m., in accordance with the bid advertisement, there were
only two bids received, one from Slutsky-Peitz and one from Ideal Consolidated.
At approximately 9:55 a.m., Mr. Earl Troeger hand -delivered his bid and
explained that his secretary was not in this morning and he, therefore, was
not able to have the bid here at 9:30 a.m. Mr. Roemer met with Mr. Troeger
and advised him that his bid would not be opened because it was not received
by 9:30 a.m. Mr. Troeger stated that he was fully aware that the bid
should have been here at 9:30 a.m. and he understood that his bid would have
to be rejected. He then was told that his bid was rejected. Mr. Roemer then
advised the Board that, based on the fact that there were only two bids
received by 9:30 a.m. and neither of them had a bid bond or certified check
enclosed, he would recommend that the low bid be accepted and that the bidder
be immediately required to provide a bid bond. Mr. Barcome then moved that
the low bid of Slutsky-Peitz of $27,836.00 be accepted, subject to the Slutsky-
Peltz Company bringing in a certified check or bid bond, in an amount of 5% of
the bid, prior to noon of this date. The motion was seconded and carried.
COUNCILMAN NEWBURN RE: CORNER OF WASHINGTON AND WALNUT STREETS
Councilman Newburn was present and expressed to the Board the concern of
residents of the Washington -Walnut area about a sub -standard building being
allowed to remain. Mr. Roemer explained to Mr. Newburn that the Board of Public
Safety had taken bids for the demolition of the building but the owner obtained
a court injunction preventing the demolition. A compromise was then reached
whereby the Board was allowed to demolish the structures at 1247 and 1251,
leaving the structure at 1249 standing. Mr. Barcome explained to Mr. Newburn
that the Board of Public Safety will to everything it can to enforce the
building code in regard to this structure.
There being no further business to come before the Board, upon motion made,
seconded and carried, the meeting adjourned at 10:15 a.m.
o rlin E. Roemer, City Attorney.
It was noted that the bid from Slutsky-Peitz Plumbing Co. for the Ventila-
tion System Improvements at the Municipal Services Facility was non -responsive.
The bid was not signed and the Notary's statement on the non -collusion affidavit
was not sealed. Upon motion made, seconded and carried, the Board rejected
all bids for the Ventilation System Improvements and directed the Clerk to
re -advertise with bids to be received no later than 9:30 a.m. on Monday,
January 7, 1974.
Upon motion made, seconded and carried, the meeting adjourned at 10:35 a.m.
