REGULAR MEETING <br />OCTOBER 15, 1973 <br />Such a recommendation was made and drawings made and the improvement was <br />included in proposed TOPICS programs. This program has been discontinued <br />by the Federal government and money will be made available through, ---a <br />replacement Urban assistance program for which guidelines have not as yet <br />been received. <br />As an interim improvement until such moneyw=is available for upgrading the <br />signals, it is recommended that 1211 red indications which are 4 times as <br />bright as the present 8" lens be added to the top of each signal pedestal. <br />This should result in greater visibility. <br />Upon motion made, seconded and carried, the Board approved the recommendation to <br />add 1211 red indications to the signal pedestals. Mrs. Sharon Miley, 1212 S. 27th <br />Street, and Mrs. Sharon Carr, 928 S. 26th Street, presented to the Board 36 <br />petitions for the overhead signal. Mrs. Miley said that the larger red signal, <br />would help but that there was a large tree at the northeast corner of the inter- <br />section which blocked visibility of the light. The Board requested that James <br />Seitz, Park Superintendent, investigate this and have the tree trimmed to improve <br />visibility. Mrs. Carr said that one employee of a nearby Bank has had,,foui-'acctdents <br />at this intersection and that there have been two traffic fatalities in the last two <br />months. The Board then ordered the petitions filed and advised those present that, <br />as a temporary measure, they were -ordering the 12 inch red indications to be installed <br />and would see that the tree at the northeast corner is trimmed. As soon as funds <br />are available, the overhead signal will be installed. <br />APPROVAL OF STANDARD OIL PROPOSAL <br />The Board received a recommendation from City Attorney James Roemer that he has <br />investigated the proposal letter received from the Standard Oil Company, in regard <br />to allocating the amount of fuel available to the Park Department for the final <br />quarter of the year and that this proposal would present no problems to the City. <br />Upon motion made, seconded and carried, the Board signed the proposal letter. <br />LETTER RE: FALL LEAF PROGRAM <br />The Board received the following letter: <br />October 15, 1973 <br />Board of Public Works <br />County -City Building <br />South Bend, Indiana <br />Re: Fall Leaf Program <br />Gentlemen: <br />The City of South Bend thru the trash pick up service provided to City <br />customers by the Bureau of Solid Waste will, for these customers, pick up <br />any leaves that are bagged in plastic bags and set out in the regular <br />trash pick up area. <br />The City has notified private haulers operating within the City of South <br />Bend of this service that will be provided by the City. Since leaves <br />are considered as rubbish within the definition as contained in the amended <br />ordinance, the cooperation of the private haulers in providing a�'similar <br />service to their customers has been solicited. <br />Realizing the magnitude of the problem of handling all leaves thru trash <br />and rubbish pick up service, the City proposes to supplement this effort <br />with a Street Department.pick up program. <br />The Manager of the Bureau of Streets will divide the City into specific <br />areas and schedule leaf pick up for each area. It is anticipated that this <br />additional service will be provided a minimum of once for each area of the <br />City at a time which will be announced but which will depend upon the <br />weather. <br />1 <br />1 <br />�7� <br />
