REGULAR MEETING. AUGUST 1.3,.1.973 <br />A regular meeting of the Board of Public Works convened at 9:30 a.m. on Monday,.. <br />August 13, 1973 wit1h,Mr.'1Farrand and Mr. Seitz present. Minutes were approved. <br />OPENING OF BIDS - IRELAND ROAD -IRONWOOD ROAD STORM DRAINAGE CONTROL AND PAVEMENT <br />IMPROVEMENT -CONTRACT 2 - PROJECT R & S 48 <br />This being the time set for receiving bids for the Fr6tand Road -Ironwood Road <br />Storm Drainage Control and Pavement Improvement - Contract 2, the Clerk tendered <br />proofs of publication in the South Bend Tribune and the Tri-County News which <br />were found to be sufficient. The following bids were opened and publicly read: <br />Rieth-Riley Construction Co. <br />P. 0. Box 2510 <br />Elkhart, Indiana <br />Total Bid - $950,886.26 <br />Howell Construction Company <br />51024 Portage Avenue <br />South Bend, Indiana <br />Bid was signed by Carl F. Ingwalson, non - <br />collusion affidavit was in order and a 5% <br />bid bond accompanied the bid <br />Bid was signed by Ronald N. Howell, non - <br />collusion affidavit was in order and a 5% <br />bid bond accompanied the bid. <br />Total Bid - $898,126.56 <br />Upon motion made, seconded and carried, the bids were referred to the Bureau of <br />Engineering for investigation and recommendation. <br />AWARDING OF BID - SALE OF CITY -OWNED PROPERTY <br />Mr. James A. Roemer, City Attorney, reported to the Board that he had reviewed <br />the bid submitted by Super Auto Salvage for the parcel of land containing 1.89 <br />acres near their property on South Main Street. Mr. Roemer said the property had <br />been appraised at $8500 and the bid was for $9000. He then recommended that the <br />Board accept the bid. Upon motion made, seconded and carried, the sale of the <br />property was awarded to Super Auto Salvage for a total price of $9000. <br />REQUEST TO DECORATE TRAFFIC CONTROL BOXES <br />Mrs. Janet Allen, 125 W. Marion Street, appeared before the Board and presented <br />proposed drawings for the painting of traffic control boxes and underpasses in <br />the City. This project has been undertaken as a visual improvement program. <br />Mrs. Allen said she had discussed this project with Clem Hazinski, Manager of the <br />Bureau of Traffic and Lighting. The Board expressed their approval of the project <br />and thanked Mrs. Allen for her work on the project. She was asked to contact Mr. <br />Hazinski as plans develop.'' <br />RECOMMENDATION FROM CITY ATTORNEY ON PANEL -AD CONTRACT <br />The Board received the following recommendation: <br />August 10, 1973 <br />To: Board of Public Works <br />From: James A. Roemer, City Attorney <br />Subject: Recommendations on Receptacle Advertising <br />I recorfimend that the Board of Public Works authorize the Legal Department <br />to prepare an amendment to the contract with Panel -Ad, -which amendment <br />would contain the following: <br />All advertising in the future will receive prior approval <br />from the Board of Public Works. The contract will specifically <br />prohibit any and all abortion ads. The contract will contain <br />the combination clause which gives the City the right to <br />terminate immediately upon the postmark of the written notice <br />to the other party. <br />A personal meeting was held with Mrs. Mardella Hensler, Mr. Rollin E. <br />Farrand and myself on Friday afternoon, August loth, to discuss these <br />
