REGULAR MEETING. AUGUST 1.3,.1.973 A regular meeting of the Board of Public Works convened at 9:30 a.m. on Monday,.. August 13, 1973 wit1h,Mr.'1Farrand and Mr. Seitz present. Minutes were approved. OPENING OF BIDS - IRELAND ROAD -IRONWOOD ROAD STORM DRAINAGE CONTROL AND PAVEMENT IMPROVEMENT -CONTRACT 2 - PROJECT R & S 48 This being the time set for receiving bids for the Fr6tand Road -Ironwood Road Storm Drainage Control and Pavement Improvement - Contract 2, the Clerk tendered proofs of publication in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bids were opened and publicly read: Rieth-Riley Construction Co. P. 0. Box 2510 Elkhart, Indiana Total Bid - $950,886.26 Howell Construction Company 51024 Portage Avenue South Bend, Indiana Bid was signed by Carl F. Ingwalson, non - collusion affidavit was in order and a 5% bid bond accompanied the bid Bid was signed by Ronald N. Howell, non - collusion affidavit was in order and a 5% bid bond accompanied the bid. Total Bid - $898,126.56 Upon motion made, seconded and carried, the bids were referred to the Bureau of Engineering for investigation and recommendation. AWARDING OF BID - SALE OF CITY -OWNED PROPERTY Mr. James A. Roemer, City Attorney, reported to the Board that he had reviewed the bid submitted by Super Auto Salvage for the parcel of land containing 1.89 acres near their property on South Main Street. Mr. Roemer said the property had been appraised at $8500 and the bid was for $9000. He then recommended that the Board accept the bid. Upon motion made, seconded and carried, the sale of the property was awarded to Super Auto Salvage for a total price of $9000. REQUEST TO DECORATE TRAFFIC CONTROL BOXES Mrs. Janet Allen, 125 W. Marion Street, appeared before the Board and presented proposed drawings for the painting of traffic control boxes and underpasses in the City. This project has been undertaken as a visual improvement program. Mrs. Allen said she had discussed this project with Clem Hazinski, Manager of the Bureau of Traffic and Lighting. The Board expressed their approval of the project and thanked Mrs. Allen for her work on the project. She was asked to contact Mr. Hazinski as plans develop.'' RECOMMENDATION FROM CITY ATTORNEY ON PANEL -AD CONTRACT The Board received the following recommendation: August 10, 1973 To: Board of Public Works From: James A. Roemer, City Attorney Subject: Recommendations on Receptacle Advertising I recorfimend that the Board of Public Works authorize the Legal Department to prepare an amendment to the contract with Panel -Ad, -which amendment would contain the following: All advertising in the future will receive prior approval from the Board of Public Works. The contract will specifically prohibit any and all abortion ads. The contract will contain the combination clause which gives the City the right to terminate immediately upon the postmark of the written notice to the other party.
