1304 REGULAR MEETING JULY 9, 1973 Since Michigan Street ,is closed and there are no demands or needs for turns westbound on Western, the pattern that is being voluntarily used by the public will result in safer movements. Upon motion made, seconded and carried, the Board approved the recommendation. LETTER FROM MRS. JANE SWAN RE: NATIONAL GUARD ARMORY PROPERTY The Board received a letter from Mrs. Jane Swan, 2022 Swygart.Street, regarding high weeds at the National Guard Armory property at 1901 Kemble Avenue. This matter was brought to the attention of the Board at last week's meeting. Mr. Seitz reported that he had contacted Captain Zimmerman at the Armory. Captain Zimmerman feels there is some doubt as to whose responsibility it is to cut the weeds. The Board determined that it was the armory's responsibility to see that the weeds are cut and, upon motion made, seconded and carried, directed that Captain Zimmerman be notified that the Board will give them five days to cut the -weeds or the City will cut them and bill the National Guard. DISCUSSION ON PENN CENTRAL RAILROAD CROSSINGS Mrs. Jane Swan, 2022 Swygart Street, called the attention of the Board to the bad condition of the Penn Central Railroad Crossings in the City, particularly at Ewing Avenue and at Prairie Avenue. There had been an agreement with the Railroad that, when repairs were needed immediately, the Street Department would make them and bill the railroad. However, the last bill for payment for repairs was returned by Penn Central unpaid. The Board directed that a memo be Sent to Donald Decker, Manager, Bureau of Streets, asking him for a report on the condition of the crossings, the estimated cost of repairs, and the status of any outstanding bills sent to the Railroad. CERTIFICATE OF INSURANCE APPROVED - NORTH AMERICAN SIGNS The Board received a recommendation from James A. Roemer, City Attorney, that he had reviewed the Certificate of Insurance filed with the Board by North American Signs, South Bend Neon Company, and found it to be in order. Upon motion made, seconded and carried, the Board approved the certificate. APPROVAL OF CHANGES IN TOPICS Moo (6) PROJECT The Board received the following changes in Topics T6000 (6) Project: Concrete Pavement Increased $157.85 Sodding Increased $479.40 Signal Cable Increased 33.35 Concrete Sidewalks Decreased 316.20 Contraction Joint Increased 138.04 Concrete Walk Increased 139.20 B Borrow Decreased 532.25 The changes are in the Contract with Arco Engineering Construction Company. Upon motion made, seconded and carried, the Board approved and signed the changes. APPROVAL OF CONTRACTOR'S BONDS Approval of the following Contractor's Bonds was recommended by the Bureau of Engineering and, upon --.motion made, seconded and carried, the Board approved them to the dates listed: Ronald Dhaeze - Contractor's Bond to 7/2/74 Jay A. Kretchmer - Contractor's Bond to 12/31/73 David Scott - Contractor's Bond to 6/4/74 Engle Construction Company - Contractor's Bond to 5/19/74 Kenneth Story - Contractor's Bond to 6/15/74 REPORT ON DERRICKSON & SONS CONSTRUCTION COMPANY Mr. Farrand reported that Derrickson & Sons Construction Company have removed the driveway at 1131 N. Twyckenham which was causing the problem with drainage and have set up a meeting with Pat McMahon, Manager, Bureau of Construction and Design to make the corrections needed. This matter will be discussed again next week and, if they have complied to the satisfaction of the Bureau of Engineering, the Board will consider the request to have their bond released. 1 1
