REGULAR MEETING <br />JUNE 4, 1973 <br />A regular meeting of the Board of Public Works was convened at 9:30 a.m. on <br />Monday, June 4, 1973 with Mr. Barcome and Mr. Seitz present. Mr. Rollin E. <br />Farrand, who will become the new Director of Public Works succeeding Mr. Richardson, <br />was also present. <br />CHANGE IN CLOSING TIME FOR PARKING GARAGES <br />Mr. Stanley Hull, Manager of the Municipal Parking Garages, was present at the <br />meeting to request that the Board change the closing hour of the parking garages <br />from midnight to 11:00 p.m. Mr. Hull said the number of customers after 10:00 p.m. <br />is very small and does not warrant the cost of the payroll and use of electricity <br />to stay open. Upon motion made, seconded and carried, the Board approved Mr. Hull's <br />request that the garages close at 11:00 p.m. <br />OFF-STREET PARKING FACILITY STUDY <br />Mr. Charles F. Lennon, Jr., Director of the Department of Redevelopment was present. <br />Mr. Lennon advised the Board that the Bond Ordinance which was passed to pay for the <br />construction of the parking garages provides that annually in each year after com- <br />pletion of Project 1969 until January 1, 1974, and once every four years thereafter, <br />the City shall employ nationally recognized parking consultants to review the <br />operation of the City's off-street parking facilities and the operation and admin- <br />istration of the on -street parking meter system. The cost of such review and <br />report shall be considered a maintenance and operation expense. A copy of the <br />report shall be kept on file in the City Controller's Office. The Department of <br />Redevelopment, working with the Mayor and the Cabinet Officers, has submitted a <br />proposal for the study with Wilbur Smith and Associates, Alliance, Ohio. Mr. Lennon <br />then presented to the Board a copy of a letter to Mayor Miller regarding this study. <br />Upon motion made, seconded and carried, the Board ordered the letter filed and awarded <br />the contract to Wilbur Smith and Associates for the purpose of performing a study of <br />the parking garages and on -street parking needs for the entire downtown complex. <br />Mr. Barcome said that there might be possible revisions of the contract depending upon <br />the feasibility of the projects. <br />POSTING OF "NO TRESPASSING" SIGNS ON CITY PROPERTY <br />Mr. Lennon called the attention of the Board to an incident which occurred last week <br />when a fisherman cut through City property behind the parking garage on St. Joseph <br />Street to gain access to a fishing site on the -river. This man fell and was injured. <br />Mr. Lennon suggested that the City post "No Trespassing" signs to protect the City <br />in situations like this. The Board recommended that "No Trespassing" signs by posted <br />and that Mr. Clem Hazinski, Manager, Bureau.of Traffic and Lighting, be requested to <br />meet with Mr. Lennon to determine the location of the signs. <br />AWARDING OF BID - DARDEN ROAD -RIVERSIDE DRIVE SEWER PROJECT <br />The Board received a recommendation from Mr. William J. Richardson, Director of <br />Public Works, and Mr. David Wells, Manager -of the Bureau of Administration and <br />Design, that the bid on the Darden Road -Riverside Drive sewer project be awarded to <br />Howell Construction Company on their low bid of $4,660.50. Upon motion made, seconded <br />and carried, the bid was awarded to Howell Construction Company. <br />APPROVAL OF BIKE ROUTE - EAST SIDE OF SOUTH BEND <br />The Board received the following recommendation from Mr. Clem Hazinski, Manager, <br />Bureau of Traffic and Lighting: <br />To: Board of Works May 29, 1973 <br />From: Bureau of Traffic & Lighting <br />Subject: Bike Route - East Side <br />A proposed bike route for the east side of South Bend in the vicinity <br />of Potawatomi at Howard Park was referred to this department for <br />recommendation. <br />This Bureau concurs with the proposed route with the following exception: <br />The use of E. Wayne Street from'Howard Park to Greenlawn should be changed <br />to make use of Jefferson from Howard Park east to Greenlawn. Traffic <br />signals along this route would enhance the safety of the cyclists. The <br />Wayne Street route would cross Eddy Street which is heavily traveled <br />especially from the south where there is no control from the Cooper Bridge. <br />Approval is recommended with the above revision. <br />
