icy <br />REGULAR MEETING <br />APRIL 9, 1973 <br />APPROVAL OF PLANS - R & S 51 - SAMPLE STREET FROM MAYFLOWER ROAD TO GREENVIEW <br />The Board, upon motion made, seconded and carried, approved plans for R & S 51, <br />Sample Street from Mayflower Road to Greenview, which will complete the four- <br />laning of Sample Street and will include a new intersection at Mayflower and <br />Sample, a new traffic signal system, drainage curbs and gutters. <br />REQUEST TO ADVERTISE FOR BIDS - R & S 51 <br />The Board received a request from Mr. William J. Richardson, P E, Director of <br />Public Works, to advertise for bids for R & S 51, Sample Street from Mayflower <br />Road to Greenview Avenue. Upon motion, made, seconded and carried, the Board <br />approved the request and directed the Clerk to advertise for bids for this <br />project on April 13 and April 20, with bids to be received April 23, 1973. <br />This action is contingent upon favorable Common Council action at their <br />Public Nearing on this project tonight. <br />RECOMMENDATION - R & S 48,.IRELAND AND IRONWOOD ROAD DRAINAGE AND <br />IMPROVEMENT PROJECT <br />The Board received the following letter: <br />April 4, 1973 <br />Board of Public Works <br />City of South Bend <br />County -City Building <br />South Bend, Indiana 46601 <br />Subject: R & S 48, Ireland and Ironwood Road Drainage and <br />Improvement Project <br />Gentlemen: <br />The Department of Public Works has completed a public hearing in <br />November of 1972 and a public review of plans on March 14, 1973. At <br />the review meeting, it was requested that interested citizens send <br />their written comments in to the Board of Works concerning this project. <br />We have received a total of 32 written letters and a petition against <br />the project and a petition for the project. <br />The letters that were received opposing the project offered several <br />suggestions ranging from "Complete Abandonment" to modification to <br />remove the sidewalks and the type of lighting that was presented. The <br />total number of letters received that opposed the project was 14 and <br />the total number of letters received for the project was 18. Some of <br />the letter writers also signed the petitions for and against the project. <br />The petition that was received that opposed the project included 259 <br />signatures. Of this, 222 were residents of the City, 8 of them were <br />residents of Mishawaka, 28 of St. Joseph County and 1 was a resident <br />of Elkhart County. In the petition that was received in support of <br />the project, 228 signatures were counted. Of this, 199 were residents <br />of the City, 12 residents of Mishawaka, and 17 were residents of St. <br />Joseph County. <br />I would recommend to the Board of Public Works that this project be <br />confirmed and an appropriation ordinance be sent to the Common Council <br />of the City of South Bend requesting funds. I would also recommend <br />to the Board of Works that the sidewalk be included on the west side of <br />the street and the roadway lighting be of the boulevard type lighting <br />except at the three major intersections of Ireland, Inwood and Ewing, <br />where the high pole type of lighting will be necessary for safety's sake. <br />Respectfully submitted, <br />s/ William J. Richardson, P.E. <br />Director <br />Upon motion, made, seconded and carried, the Board approved Mr. Richardson's <br />recommendation and confirmed this project. <br />
