David Wells, Manager of the Bureau <br />of Design and Administration, distributed preliminary assessment <br />rolls showing the assessments to be charged against each,property <br />owner. He said these amounts could not be increased. He said he <br />would be glad to answer any questions about the assessment roll or <br />the project. Mr. Irving Finkler, who operates a business at the <br />corner of Olive and Prairie, advised the Board that he owns Lots <br />4, 5, 6 and 7 and they already have sewers. He said they are already <br />paying for these sewers and he did not hink it.was fair to charge them <br />an assessment for this sewer project. He asked if the City intended <br />to put him out of business. Mr. Wells said this was not anyone's <br />intention. He said Mr. Finkler does have sewer service, from a sewer <br />that is unrecorded. He said there appears to be some question about <br />that particular situation. He also said the City has received some <br />complaints from Mr.. Finkler's neighbors about the condition of that <br />sewer. Mr. Wells said, if this project is put in, Mr. Finkler might <br />have a legal complaint, since he does have a sewer of sorts. He said <br />Mr. Finkler could write to the Board and request that he be taken off <br />the Assessment Roll. Mr. Finkler said a majority of the property <br />owners.had voted against this project previously and he asked why the <br />City continues to bring the matter up. Mr. Wells said the Board did <br />receive communications from people specifically requesting that the <br />sewer be put in their area. At their request, they have prepared a <br />new set of plans. The Board did not initiate the action. This was <br />an unsewered area and a request for sewers was received. Mr. Wells <br />said the question the property owners will have to answer is can they <br />live with the amount assessed against their property - is it to their <br />advantage to have the sewers. Mr. Seitz said it will be up to the <br />people involved. If they don't want the sewers, they won't be put in. <br />Mr. Ed Nowak, 2407 S. Meade Street, owner of Lot 62 said he realizes <br />this project was voted down previously. He said the Board had said <br />at the other meeting.on the project that if anybody was interested <br />in a particular area of the project they could talk to the Board <br />about it. Mr. Nowak said they need the sewers and they asked the <br />Board if they could have Meade Street, from Ewing to Prairie, included <br />in the sewer project. <br />Mr. Forrest Myers, 2317 S. Meade Street, said he has a..sewer problem. <br />He has three dry wells in his front yard now. He said there is quite <br />a cost involved to have these systems cleaned out. He said since <br />such a project is available, he would like to get sewers. <br />Mr. Witzcak, owner of Lots 118 and 119, 2627 Prairie Avenue, said <br />he was requesting that this project be brought up again. He said <br />the residents on Prairie Avenue are interested in the sewers. <br />Mr. Charles Prussner, 2526 W. Ewing, said he felt sewers should be <br />put in on Ewing Avenue. He said.he had three dry wells on his property <br />now and said he does not know where he would go if he had to put <br />in another one. He said they have been in the City for twenty years <br />and feel they should have sewers. <br />Mr. William Kurzhal, 2637 Prairie Avenue, said he was very interested <br />in having the sewers put in. He said he did not want to put in a <br />new septic system, but would like City sewers. <br />Mr.. Ed Kurshal, owner of Lot 114 and part of Lot 115, said it is <br />doubtful if there is a home in the area that could pass a Board <br />of Health inspection in regard to sewers. Some sewer systems are <br />pumping on top of the ground. <br />Mr. Farrand then asked if there was anyone else present who wished <br />to speak regarding the project. There was not. <br />
