.5 <br />REGULAR MEETING <br />14AY 19, 1975 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m, on Monday, May 19, 1975 with all members present. <br />Deputy City Attorney Kathleen Cekanski was also present. Minutes <br />of the previous meeting were reviewed and approved. <br />OPENING OF BIDS - SALE OF FIRE STATION NO. 11 <br />This was the date set for receiving bids for the sale of Fire <br />Station No. 11. The Clerk tendered proofs of publication of notice <br />in the South Bend Tribune and the Tri-County News which were found <br />to be sufficient. There were no sealed bids submitted. Mr. Bluie <br />Marks was present. Mr. Marks had submitted an offer to the Board <br />for the Fire Station in order to initiate the bidding procedures <br />again. Mr. Marks was asked if he wished that bid to be considered <br />today and he said that he did. Mr. Farrand then publicly read Mr. <br />Marks' bid which was $13.,000 -for Fire Station 11. The Board then <br />advised Mr. Marks that Mr. Farrand would review the big this week. <br />Mr. Marks wasadvised that he could contact Mr. Farrand on Friday <br />of this week and he would be advised of the Board's position in <br />regard to the bid. <br />VALLEY CABLEVISION REQUEST TO RAISE RATES <br />Mr. Louis Chapleau, Attorney, was present and informed the Board that <br />he represents Valley Cablevision. Mr. Chapleau said their franchise <br />agreement with the City was approved in 1966 and provided for certain <br />rates and charges. The agreement also provides that Valley cannot <br />increase the rates and charges without prior approval of the Board of <br />Public Works. Mr. Chapleau said he was asking the Bord to advise <br />him as to the procedure to be followed in requesting an increase, <br />since the ordinance adopting the franchise is silent as to procedure. <br />Mr. Farrand said the Board would want to set a public hearing on the <br />matter and give Mr. Chapleau a chance to present, in some detail, <br />the reasons for the request at this time. This would give the public <br />a chance for input in the matter. Mr. Farrand said the Board would <br />advertise such a public hearing. Mr. Chapleau was requested to <br />prepare a petition for the rate increase and submit it to the Board. <br />Upon motion made, seconded and carried, the Board set Monday, June <br />2, 1975 at 9:30 a.m, as the date and time for a public hearing on <br />a petition of Valley Cablevision to increase their rates and charges. <br />It the Council Chambers on the 4th floor are available, the meeting <br />will be held there to accommodate those.who might wish to attend. <br />MIDWEST COUNCIL DE LA RAZA RE: FIRE STATION NO. 4 <br />Ricardo Parra was present representing the Midwest Council De La <br />Raza. They have requested that the City lease old Fire Station No. <br />4 to them for the Council's use. Mr. Parra said they do need the <br />facility and would appreciate the Board giving early attention to <br />this request. Mr. Parra said they would refurbish the facility. <br />Mr. Seitz asked Mr. Parra if the Council would assume the maintenance <br />costs of the facility and Mr. Parra said they would. Mr. Barcome <br />said the Board does have the Council's request on file. They have <br />also received two offers to purchase the property and they are being <br />studied. He said Mr. Farrand would review the matter and a decision <br />would be made within the next week <br />CONTRACT - MASS EXCAVATION AND DEMOLITION FOR CENTURY CENTER <br />Mr. Farrand said the contract for the mass excavation and demolition <br />of the Century Center Site was before the Board this morning.for <br />approval. He said Mr. Warren McGill, Attorney, was present and <br />wished to speak to the Board. Mr. McGill said he represented one of <br />the bidders on the project. He said he would appreciate it if the <br />Board would grant a continuance on the matter, at least until <br />tomorrow, to: -check out certain aspects in connection with the bid. <br />
