REGULAR MEETING
NOVEMBER 4, 1974
A regular meeting of the Board of Public Works was
a.m, on Monday, November 4, 1974 with Mr. Farrand
present. Deputy City Attorney Kathleen Cekanski w
Minutes of the previous meeting were reviewed and
FINAL ACTION - OAK PARK SEWERS:ASSESSMENT ROLL
convened at 9:30
and Mr. Seitz
as also present.
approved.
The Board had delayed final confirmation of the Oak Park Sewer
Assessment Roll to allow Ralph Borysiak, 2101 Pak Park Drive`to
check to discover when his house was hooked up to sewer service. Mr.
Borysiak was present and reported to the Board that he had contacted
the previous owner and has learned that while he does have city water
service to his house, there is a septic system. He thanked the Board
for their patience in delaying the assessment roll while he obtained
this information. Mr. Borysiak asked about the method of paying for
his sewer assessment and he was told he could now pay the assessment in
cash or in yearly installments to the office of the County Treasurer.
Upon motion made, seconded and carried, the Board confirmed their action
of September 4,1974 approving the Assessment Roll.
REQUEST TO ADVERTISE FOR BIDS - GASOLINE TANK AND DISPENSER PUMPS
The Board received a request from Stanley Przybylinski, Manager of the
Municipal Services Facility, to advertise for bids for a 10,000 gallon
underground tank and two key -controlled dispenser pumps for unleaded
gasoline. Upon motion made, seconded and carried, the request was
approved and the Clerk was directed to advertise for bids on November
8 and 15, with bids to be received on November 18, 1974.
AWARDING OF BID - POLICE DEPARTMENT UNIFORMS
The Board had tabled the bids for Police Department Uniforms and had
requested that Chief Urban attend the meeting today to answer questions.
Thomas Clarisey of Shield Uniform Company -was present and'told the
Board he felt his company's bid was the best bid because they sub-
mitted a bid for the 14 oz. trousers and because they can offer faster
delivery than Gerbers. Chief Urban said the 14 oz. trousers can be
furnished by Gerbers at the price quoted for the surimier trousers. He
said Gerbers will furnish a statement in writing to that effect. He
said Captain Sikorski had rude a comparison of the usual issue for an
officer and determined that the Gerber bid would amount to $371.85 and
the Shield bid to $396.00, a savings of $24.50 per officer with the
Gerber bid. Mr. Clarisey said he still considered the Gerber bid incom-
plete because it did not list a price for the 14 oz. trouser. Mr. Seitz
noted that the specifications asked for a quotation on either trouser.
Upon notion made, seconded and carried, the Board accepted the recommen-
dation of Chief Urban and awarded the bid to the Gerber Manufacturing Co.
BIKE AUCTION APPROVED
The Board received the following recommendation from the Legal Depart-
ment regarding the Police Department request for a bike auction:
"Pursuant to your request, I have reviewed Chief Urban's letter
of October 21 requesting permission for a "Bike and Unclaimed
Property Auction" on Friday, November 8, 1974.' I recommend
approval of said request. Burns Section 48-6440(b), I.C. 19-1-
18-10 specifically allows that "proceeds from the sale of all
lost, unclaimed and unidentified, stolen, strayed, and confiscated
property recovered or taken into possession by members of such
police force in the performance of their duties, and the same
shall be sold at public sale upon the first Tuesday after the
first Monday of April and October of each year, upon such terms
and conditions as the Board shall make". This section further
provides that the funds raised could then be properly received
into the Police Pension Fund. Based on this authority and con-
sultations with Mr. Walt Lantz, I recommend approval of the
requested Bike Auction.
s/ Kathleen Cekanski, Deputy City Attorney
Upon motion made, seconded and carried, the Bike Auction for Friday,
November 8, 1974 was approved.
