REGULAR MEETING <br />OCTOBER 28, 1974 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m, on -Monday, October 28 with all members present... Deputy <br />City Attorney Kathleen Cekanski was also present. Minutes -of the <br />previous meeting were reviewed and approved. <br />RECOMMENDATION TO AWARD BID BUREAU OF'POLICE UNIFORMS <br />The Board received a recommendation from Chief Robert J. Urban that <br />the bids for police uniforms had been reviewed and that it was <br />recommended the bid of the Gerber Manufacturing Company be accepted. <br />Mr. Thomas Clarisey, of the Shield Uniform Company, was present and <br />spoke to the Board. He read a statement to,the Board as follows: <br />"It is our contention that the Board of Public Works should <br />not award the Police Department's uniform contract until <br />further study has been done for the following reasons: <br />1. Closeness of the two bids. <br />2. Gerber's incomplete bid. <br />3. Determination as to which is in fact the best bid for the <br />South Bend Police Department and the City of South Bend. <br />Mr. Clarisey presente& to the Board a comparison of normal issue for <br />a re ular police officer which, he said, indicated that Gerber's bid <br />was 358.31 and Shield's bid was $359.30. He stated that Gerber's <br />did not submit a bid for the 14 ounce trouser which is the most <br />popular item for the officers. Mr. Clarisey said there is a three <br />to four month delay in ordering items from Gerbers. He said he has <br />attempted to meet with representatives of the Police Department <br />since the bids were opened and he asked the Board to delay awarding <br />the bid. Upon motion made, seconded and carried, the Board delayed <br />awarding the bid and requested that Chief Urban and/or Captain <br />Sikorski attend the Board meeting next Monday to answer any questions. <br />LATE BID RECEIVED <br />A letter was received from Zuckerbergs Uniforms, Inc. after the <br />opening of bids for police uniforms. The letter was received on <br />October 23, 1974 and was not marked "Sealed Bid". The Board opened <br />the letter at this time and it was a bid on Police Uniforms. Since <br />the Notice to Bidders clearly stated that bids would be received <br />until the hour of 9:30 a.m, on Monday, October 21, 1974, the Board, <br />upon motion made`, seconded and carried, rejected the bid as being <br />non -responsive. <br />APPLICATION FOR CERTIFICATE OF PUBLIC CONVENIENCE DENIED <br />The Board received the following recommendation from the Legal Depart- <br />ment and the Bureau of Traffic and Lighting: <br />From: Kathleen Cekanski and Clem Hazinski <br />Re: Application of William Toles for Certificate of Public Con- <br />venience and Operation of Taxicabs <br />The above application has been referred to us for our consideration. <br />Having reviewed said application and considering the applicable law <br />in the area, and based on information received, it is our recom- <br />mendation that the application not be approved by the Board. <br />This opinion is based on the following facts. Mr. Roy Sharp of the <br />Indiana Cab Company reports that he presently has 75 licenses. Of <br />this number only 60 are in use, and several of those only on a <br />part-time basis. Mr. Gene Deatherage, President of the Courtesy <br />Cab Company reports that he has 16 licenses. Of this number only 12 <br />are in use, and many on a part-time basis. <br />Thus, since it appears that the needs of the public are being <br />adequately met by the present taxicab service, it is our considered <br />opinion that there is an insufficient need for additional taxicab <br />service and that said application be denied. <br />s/ Kathleen Cekanski <br />Deputy City Attorney <br />�I <br />
