REGULAR MEETING <br />SEPTEMBER 30, 1974 <br />1 <br />Q <br />CZ <br />W <br />C <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m, on Monday, September 30, 1974 with all members present. <br />Deputy City Attorney Kathleen Cekanski was also present. Minutes <br />of the previous meeting were reviewed and approved. <br />PUBLIC HEARING - IMPROVEMENT RESOLUTION NO. 3406, WIDENER LANE SEWERS <br />This being the date set, hearing was held on Improvement Resolution <br />No. 3406 for the construction of sanitary sewers on Fellows Street <br />from Ireland Road to Widener Lane and on Widener Lane from Fellows <br />Street to Miami Road. Plans for the project and a cost estimate were <br />available for inspection. Mr. John Abraham, 502 Widener Lane, was <br />present and stated that he was in favor of the sewer construction. <br />Mr. Abraham asked if the City would consider extending the sewer <br />south 20 or 30 feet at the corner of Widener Lane and Fellows -Street <br />which would enable him to hook on with considerably less expense. <br />It was directed that this request be sent to David Wells, Bureau of <br />Design and Administration. There were.no.l.r.emonstrator.s p.resent.:d. <br />Upon mo.ti.on.made,is.econded and;-ce.rried the Board confirmed Improvement <br />Resolution No. 3406, 1974 and the improvement is ordered to be made. <br />REV. UNDERWOOD - REQUEST TO CONDUCT STREET SERVICES ON PLAZA <br />Rev. Henry Underwood had made application to the River Bend Plaza <br />to conduct street services on the Plaza. The -application was taken <br />under advisement and Rev. Underwood was asked to come to a meeting <br />to explain his request. Rev. Underwood was present and said he was <br />asking for permission to hold street services on River Bend Plaza <br />through the month of October. Rev. Underwood said he had been given <br />permission by the Board to hold services in other locations. Deputy <br />City Attorney Kathleen Cekanski said there were some constitutional <br />questions involved in granting such approval. Miss Cekanski said <br />she had discussed this matter with City Attorney James Roemer and it <br />was their recommendation that this matter be delayed while a policy <br />decision is made. Mr. Seitz noted that the Park Department does not <br />allow religious services to be held in the public parks. Mr. Farrand <br />suggested that the Legal Department review the matter and discuss it <br />with Rev. Underwood. Upon motion made, seconded and carried, the <br />matter was referred to the Legal Department and the River Bend Plaza <br />Advisory Committee for review and recommendation. <br />ELWOOD AVENUE CURB AND SIDEWALK IMPROVEMENTS <br />The public hearing on the Elwood Avenue curb and sidewalk improvements <br />authorized under Improvement Resolution No. 3404, 1974 was held on <br />September 9, 1974. There were no remonstrators present. The Board <br />delayed a decision on confirming the Improvement Resolution until today, <br />to allow two property owners to look into the matter of doing the work <br />themselves. Mr. Melvin Holmes, 2306 W. Ewlood Avenue, was present <br />and questioned the amount of his assessment. Gerry Phipps of Clyde <br />Williams & Associates was present and informed Mr. Holmes that his <br />assessment was for the installation of both curbs and sidewalks. <br />Mr. Holmes said he could do the work himself for about half the cost. <br />Mr. Farrand said the Board would have no objection to any property owner <br />installing the curbs and sidewalks as long as the proper�.permits were <br />secured and the work was done according to city specifications. <br />He then noted that the Board is not ready to make a decision on this <br />project since the matter of the funds to pay the Park Department assess- <br />ment along Muessel Park has not yet been resolved. Mr. Holmes asked <br />what time period he would have to do the work himself and Mr. Farrand <br />said since the Board has not approved the project yet, there is no <br />timetable. Upon motion made, seconded and carried, the Board tabled <br />the confirmation of the Improvement Resolution until the funds are <br />available. <br />
