REGULAR MEETING SEPTEMBER 23, 1974" OPENING OF BIDS - BUREAU OF.STREETS SALT This was the date set for receiving bids for salt for snow and ice control for the Bureau of Streets. The Clerk tendered proofs of publication in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bids were opened and publicly read International Salt Company Clarks Summit, Pa. Bid - $13.99 a ton Morton -Norwich Products 110 N. Wacker Drive Chicago, Illinois Bid - $13.40 a ton Domtar Chemicals Schiller Park, Illinois Bid - $13.45 a ton Diamond -Crystal Salt Co. St. Clair, Michigan Bid - $14.99 a ton Upon motion made, seconded and carried, the bids were referred to the Bureau of Streets for review and recommendation. PUBLIC HEARING ON ASSESSMENT ROLL -IMPROVEMENT RESOLUTION NO. 3381 BERKLEY-ENGLEWOOD ALLEY PAVEMENT This being the date set, hearing was held on the Assessment Roll for Improvement Resolution No. 3381, 1973 for the improvement of the Berkley Place and Englewood Place alley from Oakwood Blvd. to Lathrop Street. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. Mr. & Mrs. Steve Gall, 2233 Englewood Place, were present and complained that a stump had been left one.their property by the contractor. They have called several times in regard to removal of the stump but nothing has been done. Mr. Farrand asked that the matter be referred to his office for action. There being no remonstrators present, the Board confirmed the Assessment Roll for Improvement Resolution No. 3381, 1973. RECOMMENDATION ON HEART FUND REQUEST TO COLLECT AT INTERSECTIONS The Board received the following recommendation from Clem Hazinski, Manager of the Bureau of Traffic and Lighting: "A request by the American Heart Association to collect contributions for the Heart Fund on September 28, 1974 and November 23, 1974 at the intersections in the vicinity of the Notre Dame Stadium is brought to the attention of the Bord of Public Works on September 23, 1974. I met with the Police Department and especially Captain Sweitzer who is directly in charge of the intersections in the City and he stated that due to the nature of the traffic, the high volume, and the hazards that exist that no solicitations could be tolerated. (They do not even allow program sales at these points). I concur with the police and recommend that solicitations at the proposed intersections not be allowed. Since arrangements have been made, however, it is suggested that intersections further away from the highly congested Stadium area be substituted. These could be on the routes that lead to the stadium but appjoved by the police and this Bureau." 1 1
