REGULAR MEETING AUGUST 5, 1974 <br />A regular meeting of the Board of Public Works convened at 9:30 a.m. <br />on Monday, August 5, 1974 with all members present. Deputy City <br />Attorney Kenneth Sheetz was also present. Minutes of the previous <br />meeting were reviewed and approved. <br />APPROVAL OF CONSTRUCTION -MANAGER PAYMENT - CIVIC CENTER <br />Charles F. Lennon, Jr., submitted to the Board a claim for $40,000 <br />as payment to Sollitt Construction Company as Construction -Manager <br />for the Civic Center. Mr. Lennon said the claim has been approved <br />by the Civic Center Authority and will be paid from revenue sharing <br />funds. Upon motion made, seconded and casried, the Board approved <br />the claim. <br />MAINTENANCE OF RIVER BEND PLAZA <br />Charles F. Lennon, Jr., Director, Department of Redevelopment, spoke <br />to the Board regarding maintenance on River Bend Plaza which was <br />discussed by the Redevelopment Commissioners at their meeting last <br />week. Mr. Len non offered to supply an employee from the Redevelop- <br />ment Department to work 40 hours a week supervising the maintenance <br />crew. Mr. Farrand said he had been advised by Louis Wilcox, Director <br />of the River Bend Plaza, that Mr. Wilcox would take charge of the <br />W <br />maintenance. Mr. Farrand said he has already contacted Manpower <br />to request personnel for maintenance when the summer program ends. <br />It was agreed that the maintenance problem seems to occur on Saturday <br />and Sunday. Mr. Farrand said that the Board would accept the offer <br />of a Redevelopment Department employee to supervise maintenance on the <br />Plaza and that he would request that that employee report directly <br />to him regarding maintenance. <br />REQUEST FOR MINI-14ARATHON <br />The Board received a request from Thomas Gavin of the South Bend Track <br />Club to hold a Mini -Marathon on Sunday, August 11, beginning on the <br />Supergraphics,area-on River Bend Plaza at 9:30 a.m, and ending at noon. <br />A map of the proposed route was submitted to the Board. Upon motion <br />made, seconded and,garrle d, the Board approved the request subject to <br />coordination of the event by Clem Hazinski, Manager of the Bureau of <br />Traffic and Lighting. <br />CURBS AND SIDEWALKS AT ROSEHILL CEMETERY <br />Julius Simon, President of the Rosehill Cemetery, was present along <br />with the Secretary and Treasurer of the Association and the Maintenance <br />Director. Mr. Simon said that snow plows have damaged the curbs and <br />allowed motorists to drive over the sidewalk so that it is now <br />deteriorated. He said they would appreciate any action the Board can <br />take to remedy the situation. Donald Decker, Director of the Division <br />of Transportation, was present and said he had filed a written report <br />with the Board regarding this matter. He said the City is facing the <br />same situation at Bowman Cemetery, just adjacent to Rosehill Cemetery. <br />The problem is lack of funds to make repairs. There was a discussion <br />regarding possible cost of the repairs. Patrick McMahon, Manager, <br />Bureau of Public Construction, said the rate would be $12.00 a foot. <br />Mr. Barcome suggested that the matter be referred to the Engineering <br />Department for their review and any possible recommendations. Upon <br />motion made, seconded and carried, the matter was referred to the <br />Bureau of Engineering for review. <br />REQUEST TO BLOCK WASHINGTON STREET - YOUTH ADVOCACY PROGRAM <br />The Youth Advocacy Program requested permission to block Washington <br />Street from Maple to Elm Street on Sunday, August 11 from 12:00 noon <br />to 9:00 p.m. for a festival. Clem Hazinski, Manager of the Bureau of <br />Traffic and Lighting, reported to the Board that he had conferred with <br />the Police Department and Fire Department regarding this request and <br />they all concur that an arterial street such as Washington should not <br />be blocked.
