Mr. Johnson -,then displayed maps and charts outlining the proposed interchange and its economic feasibility. Mr. Johnson said the project envisions State Highway and Indiana.Toll Road participation and with that support, it could be paid for within twelve years. He said the proposal is being presented to various other agencies in the City and the County. Upon motion made, seconded and carried, the Board adopted the following resolution: , RESOLUTION NO. 15, 1974 A RESOLUTION OF THE BOARD OF PUBLIC WORKS OF THE CITY,OF SOUTH BEND RELATIVE TO PROVIDING AN INTERCHANGE BETWEEN THE INDIANA TOLL ROAD AND THE SOUTH.BEND BY- PASS ( U. S. 31 RELOCATED) WHEREAS,,the Transportation Plan for the City of South Bend and St. Joseph County, Indiana indicates that an interchange between the Indiana Toll Road and the South Bend By -Pass is required to provide a complete regional highway system, and WHEREAS, an Indiana Toll Road and South Bend By -Pass Interchange would provide the South Bend community the opportunity to develop a multi -model transportation center at the Michiana Regional Airport, and WHEREAS, the Board of Public Works of the City of South Bend has, and will continue to make, services available to the area rapidly developing around the Michiana Regional Airport, and WHEREAS, the recently completed study by the Area Plan Commission of St.. Joseph County, Indiana, concluded that such an interchange would be physically, environmentally and economically feasible; NOW, THEREFORE, BE IT RESOLVED that the Board of Public Works of the City of South Bend, Indiana, urges the Indiana Toll Road Com- mission and the Indiana State Highway Commission to jointly plan and program the immediate construction of an interchange between the Indiana Toll Road and the South Bend By -Pass (U. Barcome ATTEST: s/ Patricia DeClercq RECOMMENDATION FROM BUREAU OF TRAFFIC AND LIGHTING RE: GYMKHANA The Bureau of Traffic and Lighting reported to the Board that the request of the Michiana Sports Car Club to hold a gymkhana on Washington Street on August 4, 1974 had been reviewed with the Bureau of Traffic of the Police Department and approval was recommended, providing the following requirements are met: 1. Rulings of the Board, especially covering liability are met.
