142 <br />REGULAR MEETING <br />JULY 1, 1974 <br />by such proposed improvement, may be heard as to the necessity for the <br />same, and all petitions and remonstrances received. The Board will, <br />on said day, decide whether the benefits accruing to abutting and <br />adjacent property, and to the City of South Bend, Indiana, will be <br />equal to or exceed the estimated cost of said improvement. The Clerk <br />of the Board is hereby ordered to give notice by two weekly publications <br />of the time and place of hearing of this resolution. <br />Adopted July 1, 1974. <br />BOARD OF PUBLIC WORKS <br />s/ Rollin E. Barcome <br />Notice of Hearing Published <br />on July 12 and July 19, 1974. <br />s/ Patricia DeClercq, Clerk of the Board <br />TRANSFER OF TAXI LICENSE APPROVED <br />The Board received a report that a background check had been made on <br />Clifford Trantham, who is requesting that Courtesy Cab License #3 <br />be transferred to him. Mr. Trantham provided a copy of his driver's <br />license and his liability insurance to the Board. Upon motion made, <br />seconded and carried, the transfer of the license was approved. <br />APPROVAL OF TENT SERVICES- Emmanuel Church of Deliverance <br />The Board received a recommendation from Forrest West that approval <br />could be given to Rev. Willie Coates to hold Tent Services at 1017 <br />Carroll Street, from July 14 through July 27, provided requirements <br />of the Fire Department and the Building Department are met. Upon <br />motion made, seconded and carried, the Board approved the Tent Services <br />at 1017 Carroll Street, from July 14 through July 27, provided <br />regulations of the Building Department and the Fire Department are met. <br />REPORT ON REQUEST TO USE CITY -OWNED LOTS FOR PARKING <br />Rev. Willie Coates requested permission from the Board to use City - <br />owned lots at 1015, 1022 and 1023 Carroll Street for parking while <br />tent services are in progress at 1017 Carroll Street from July 14 <br />through July 27. The Legal Department advised the Board that <br />permission should not be given to the Church group to allow parking <br />on City -owned lots. The suggestion was made that the Church enter <br />into a lease agreement with the City to lease the lots for. $1.00 to <br />use for parking. Mr. Barcome asked whether the lots have driveways <br />so that cars would not have to drive over the sidewalk and Rev. Coates <br />said there were driveways. Upon motion made, seconded and carried, <br />the Board approved the leasing of city -owned lots at 1015, 1022 and 1023 <br />Carroll Street to the Emmanuel Church of Deliverance for parking for <br />their tent services. The Legal Department was directed to prepare <br />the lease. <br />BAN ON PARKING ON WEST WASHINGTON STREET APPROVED <br />Mr. Joseph Jennings, representing the West Washington Street Area <br />Beautification Project, was present and asked the Board to ban <br />parking on West Washington Street, between Walnut and Elm Streets, <br />on July 2 and July 3 to allow for a clean-up and painting project <br />in the area. Mr. Barcome noted that the Youth Advocacy Program <br />had put a lot of effort into this project and asked Mr. Jennings if <br />arrangements had been made for trucks. Mr. Jennings said trucks <br />would be available. Upon motion made, seconded and carried, the <br />Board approved the request to ban parking on West Washington Street, <br />between Walnut and Elm Streets, on July 2 and July 3. <br />APPROVAL OF. TRAFFIC CONTROL DEVICES <br />The Bureau of Traffic and Lighting recommended to the Board -the <br />installation of the following traffic control devices: <br />
