REGULAR MEETING <br />JUNE 3, 1974 <br />to thank Mr. Goheen and his Committee for their work and said he <br />felt they had made a wise decision. Mr. Barcome and Mr. Farrand <br />concurred. Upon motion made, seconded and carried, the Construction - <br />Management Agreement for the Century Center was approved, subject to <br />review by the City Attorney's Office, signature by the proposed <br />construction -manager and funding by the Common Council. <br />APPROVAL OF APPLICANTS FOR RIVER BEND PLAZA BOOTHS <br />Applications were received for booths on the River Bend Plaza for <br />the opening of the Bicentennial Village on June 8, 1974. The applicants <br />have all been approved by Louis Wilcox, Director of the River Bend Plaza. <br />Upon motion made, seconded and carried the applications of Robert Hurd <br />and Effie Krekelas were approved, subject to proper city licenses and <br />insurance being furnished. The applications of the United Religious <br />Community, Riley High School Photo Club, Head Start, Washington High <br />School, Holy Cross School, Roberta M. Ross, the Mayor's Bicentennial <br />Committee, the Northern Indiana Gun Collector's Association, the D.A.R., <br />and four local Garden Clubs were approved. The applications of'Fun Services, <br />Joyce Sherk, James Hanna and John Booth were approved subject to their <br />insurance being filed. All applications are to be reviewed by Deputy <br />City Controller. <br />n <br />REPORT FROM LEGAL DEPARTMENT ON TRADE-IN OF YOUTH SERVICES BUREAU VAN <br />Q <br />The following recommendation was received from the Legal Department <br />regarding their investigation of the use of a Youth Services Bureau Van <br />as a trade-in. <br />"The Legal Department, with the aid of Dave Sypniewski, has <br />reviewed the purchase by the Youth Services Bureau of a <br />1971 Van. As far as City records will yield, the purchase <br />was. -properly made and thus the van may be used now as a <br />trade-in toward a new vehicle. The purchase was made without <br />advertisement or bids yet in the light of Burns 53-501 <br />bidding is not required on a purchase of equipment;costing <br />less than $4,000.00. It is our recommendation, however, that <br />a purchase of a vehicle as is now being contemplated should <br />be done using the bidding process though that procedure is <br />not statutorily required. We further recommend that the <br />title to the new vehicle be put in the Ciyt's name rather <br />than the name of the Youth Services Bureau. This will foreclose <br />the possibility of a further complication in the future." <br />s/ Robert M. Parker <br />Upon motion made, seconded and carried, the recommendation was ordered filed. <br />REQUEST TO HOLD STREET SERVICES <br />The Board received a request from Missionary Martha White to hold <br />Street Services at 6:30 p.m. on Saturday evenings at Washington and <br />Walnut Streets and at 6:00 p.m. on Friday evenings on Chapin Street <br />between Washington and Western. Mrs. White would like,to conduct <br />the services through June, July and August. She also requested <br />permission to carry a sign during the services. Upon motion made, <br />seconded and carried, the request was referred to the Bureau of Traffic <br />and Lighting for review and recommendation. <br />RECOMMENDATION ON TAXI STANDS <br />The following recommendation was received from the Bureau of Traffic <br />and Lighting: <br />"A request to relocate their cab stand has been received <br />from Courtesy Cab Company. The present office and three -space <br />stand is located on the south side of 200 West Wayne Street, <br />mid -block west of Main. Courtesy has an option on a Plaza <br />office and requests the first three spaces on the south side <br />of 100 West Wayne Street, west from the Plaza. <br />
