REGULAR MEETING <br />MAY 28, 1974 <br />A regular meeting of the Board of Public Works was convened at 1:30 <br />p.m. on Tuesday, May 28, 1974 with all members present. Deputy City <br />Attorney Gerald Sakaguchi was also present. Minutes of the previous <br />meetings were reviewed and approved. <br />COMPLAINT - PETER BOBRICK <br />Peter Bobrick, former employee of the Water Works, was present and <br />complained to the Board about treatment of him as a City employee. <br />Mr. Bobrick said he has not been in good health and he asked for <br />part time employment. He was a meter reader. He said he was allowed <br />to work two days a week but was not given holidays, vacation pay <br />or sick leave. Mr. Bobrick said he did not feel work was handed out <br />fairly to meter readers. He said he quit his job on April 16 and he <br />is asking the Board for 15% more pay from the lst of this year to <br />April 16 and for 40% of the holidays and 40% vacation time. Mr. Krueper <br />Director of Utilities, told the Board that Mr. Bobrick had asked him -for <br />part time work because of his health. Mr. Krueper said he talked to <br />Mr. Barcome and Mr. Barcome said he should not do it. Mr. Krueper said <br />he then asked Mr. Barcome, at a later date, about putting Mr. Bobrick <br />on a part time basis and Mr. Barcome said to go ahead. In December, Mr. <br />Bobrick was put on a part time basis at 40% of his former income, no <br />vacation and no sick days. This is the city policy for part time <br />employees. Mr. Bobrick worked on that basis for some time and then <br />complained to his supervisors that other meter readers were not reading <br />enough meters and that he did not like the way the books were being <br />assigned to readers. Mr. Krueper said the decision to put Mr. Bobrick <br />on part time was because of his health and to allow him to draw Social <br />Security. He said that all the meter readers complain about having <br />the rough areas to read. He said he has instructed Mr. Winkiewicz to <br />pass the books out on a fair basis. Mr. Barcome noted that it was Mr. <br />Bobrick who requested the part time work. Mr. Bobrick said, if the <br />Board did not take action in this matter, he would take it to the City <br />Council. Mr. Farrand then commented that the Board felt Mr. Krueper <br />had been fair in his treatment of Mr. Bobrick and there would be no <br />further discussion. <br />AWARDING OF BID - POLICE RADIOS <br />The Board received the following letter from Chief Urban: <br />"Gentlemen: RE: Bid Proposals <br />Both bidders met the broad specifications, as supplied by <br />the Board of Communication, except for the itme of preference <br />for "adjustable power output" which the Motorola could not <br />provide. <br />General Electric's offer ($13,988.00) was for ten complete <br />packages. <br />Motorola's offer for competitive equipment ($12,190.00) was <br />for ten radios which will need additional separate housings <br />and modules, ten each at a total additional cost of $110.00 <br />and $1,080.00 respectively for a total bid of $13,380.,00. <br />Thus General Electric is $608.00, or approximately 5% in <br />excess of Motorola. <br />Despite this fact it is the contention of the people in the <br />Bureau of Communications that the needs of the Police Department <br />communications system will be filled best by the purchase of <br />General Electric equipment. <br />Respectfully, <br />s/ Robert J.
