REGULAR MEETING FEBRUARY 25, 1974 <br />AGREEMENT - SOUTH BEND POLICE ACADEMY-IUSB <br />Copies of an Agreement between the City of South Bend and Indiana University <br />at South Bend regarding use of facilities by the South Bend Police Academy, <br />were presented to the Board. The agreement has been reviewed by City Attorney <br />James A. Roemer and he recommended approval. Upon motion made, seconded and <br />carried, action ontthe'Agreement was delayed for one week so that members of <br />he Board would have an opportunity to study the proposal. <br />REQUEST FOR ST. JOSEPH RIVER RUN <br />A letter was received from Bruce Carter, River Run Chairman, requesting permission <br />to hold the Michiana Watershed's 4th Annual St. Joseph Run on Saturday, May <br />11, 1974. Upon motion made, seconded and carried, the request was referred to <br />the Bureau of Traffic and Lighting and the Department of Parks for review and <br />recommendation. <br />REQUEST FOR LITTLE LEAGUE PARADE <br />The Chet Waggoner Little League requested permission from the Board to hold their <br />parade on Sunday, May 26, 1974 from 12:30 p.m. to 2:00 p.m. Upon motion made, <br />seconded and carried, the request was referred to the Bureau of Traffic and <br />Lighting for review and recommendation. <br />RECOMMENDATION FROM AREA PLAN COMMISSION RE: FABRICATED STEEL PETITION TO <br />VACATE ALLEYS SOUTH OF CALVERT-WEST OF MAIN <br />A favorable recommendation was received from the Area Plan Commission in regard <br />to the petition of Fabricated Steel Products Co. to vacate the alleys along the <br />Penn Central Railroad, south of Calvert Street and West of Main Street. The <br />recommendation was ordered filed and the petition referred to the Division of <br />Engineering for preparation of the Vacation Resolution, upon motion made, <br />seconded and carried. <br />REQUEST TO ADVERTISE FOR - BUREAU OF FIRE TRACTOR <br />Chief Jack R. Bland, Bureau of Fire, requested that the Board advertise for <br />bids for a Tractor for a Tractor Drawn Aerial Ladder. Upon motion made, seconded <br />and carried, the Board approved the request and directed the Clerk to advertise <br />for bids on March 1 and March 8, with bids to be received on March 18, 1974. <br />MRS. NANCY DOYLE RE: NEW LOCATION OF NORTHERN INDIANA DRUG ABUSE COUNCIL <br />Mr. Farrand commented that the Board of Public Works does not approve or <br />disapprove anything relating to the Drug Abuse Center, nor do they recommend <br />to any group that does. He said any zoning matters come before the Common <br />Council and the Area Plan Commission. He said, with that understood, anyone who <br />wished to speak would now be heard. <br />Mrs. Nancy Doyle, 720 Park Avenue, read the following statement: <br />appreciate the chance to appear before the Board. My name is Nancy <br />Doyle, 720 Park Avenue. I am the mother of seven children - three <br />attending Madison Grade School. I do not represent a group or organiza- <br />tion. I am here protesting and asking help about the location of <br />facilities operated by Northern Indiana Drug Abuse Services. This new <br />location is at 228 W. Bartlett Street, across from the YWCA, within a block <br />of Madison Scholl and near Leeper Park, which has had its share of <br />problems in the past. I do not question the need for such treatment <br />centers. I am not against their existence. I am against this Center, one <br />block from Madison Grade School with an enrollment of 517. I question <br />_the location of a methadone treatment center (509 W. Washington), where <br />two unsolved killings took place recently - this facility is one-half block <br />from Central Middle School with an enrollment of 748. Bars, taverns are <br />not allowed to locate close to schools, yet there are no restrictions on <br />location of drug facilities. The people in trouble have many friends, the <br />Mental Health Association, the Northern Indiana Drug Abuse Services, etc. <br />The school children need help and representation, too.
