REGULAR MEETING JUNE 21, 1976 <br />CONTRACT APPROVED CITY JOB ANALYSIS PROJECT <br />A contract with Hames Heisselman and David Swinehart for a job <br />analysis study of all City employees was approved by William <br />Gilkey, Director of Human Resources and Economic Development,` <br />and submitted to the Board for approval. Personnel Director <br />Paula Auburn was present and said it is her professional judgment <br />that such a study is needed and that she requested estimates from <br />three firms to conduct a job analysis for the City. Ms. Auburn <br />said two of the estimates came in in the range of $30,000-$40,000. <br />The Heisselman-Swinehart estimate was for $10,000. Ms. Auburn <br />said she is recommending acceptance of the Heisselman-Swinehart <br />proposal for two reasons. One, they have done work in the public <br />sector before and, two, they did a study for Fort Wayne and with <br />that background could -provide South Bend with the kind of information <br />needed for a professional evaluation of all positions. Ms. Auburn <br />recommended that the Board approve the contract. Mr. Mullen said <br />he would like to point out that, from the standpoint of the Depart- <br />ment of Administration and Finance Director, he wholeheartedly agrees <br />with Ms. Auburn and supports her recommendation. He noted that <br />the money for the study does not come from South Bend taxpayers <br />but is available from the CETA program. He said the evaluation <br />is.needed by the City and they prefer that it be done by someone <br />from the State.of-Indiana and someone who has had experience'in the <br />field of public employment. Mr. Brunner inquired as to the duration <br />of the contract and Ms. Auburn said the final completion date is <br />November 22, 1976. Mr. Mullen made a motion that the Board approve <br />the contract with James Heisselman and David Swinehart for a job <br />C analysis of City employees at a total cost of $10,000. <br />BID AWARDED - CONTRACT ONE. CURB AND SIDEWALK IMPROVEMENTS <br />The Board received a recommendation from the Bureau of Public <br />Construction that a partial award be made on the bid received <br />for Contract 13, Curb and Sidewalk Improvements. Rieth-Riley was <br />the low bidder and the recommendation is to award the Campeau <br />Street, Miami Street and Fairview Avenue segments of the contract <br />at a total bid price of $48,601.75. Upon motion made by Mr. <br />Farrand, seconded by Mr. Brunner and carried, the Board approved <br />the recommendation to award the partial bid for Contract 1, <br />1976 Curb and Sidewalk Improvements to Rieth Riley Construction <br />Company at a total bid price of $48,601.75. <br />REQUEST FOR PARADE RECEIVED - BETHEL TABERNACLE CHURCH <br />The Board received a request from J. H. Levels to holda parade <br />sponsored by the Indiana State Young People of the Pentacostal <br />Assemblies of the World on Saturday, June 27 at 3:00 p.m. They <br />submitted two routes, one for a parade of 500 marchers and one <br />for a caravan of 75 cars. Ralph Wadzinski was present and advised <br />the Board that he had discussed the matter with Captain Sweitzer <br />of the Police Department Traffic Detail and they are recommending <br />that certain changes be made -in the routes submitted. The parades <br />are to terminate at Oliver Park where an evangelistic preaching <br />service will be conducted. Mr. Farrand noted that approval would <br />be required from the Park Board for use of Oliver Park and said <br />any approval given by the Board of Public Works for the parades <br />does not infer approval for the use of the park. Mr. Wadzinski <br />suggested that if the Board approved the parade, they set a time <br />limit for receipt of the certificate of insurance and route changes <br />to allow sufficient time for police manpower to be assigned. Upon <br />motion made by Mr. Farrand, seconded by Mr. Brunner and carried, the <br />Board approved the parade, subject to insurance being filed with <br />the Board by Thursday noon, June 24 and subject to coordination <br />of the routes by the Police Department and the Bureau of Traffic <br />and Lighting. It was noted that this approval by the Board of Works <br />does not constitute approval of the use of Oliver Park and that <br />approval should be obtained from the Park Board. <br />
