REGULAR MEETING JUNE 21,'1976 <br />BLOCK PARTY ON WINSTON DRIVE APPROVED <br />Ralph Wadzinski, Manager of the Bureau of Traffic and Lighting, <br />reported to the Board that he had reviewed the request of Mr. <br />& Mrs. Victor Papai to block Winston Drive, from Cabot Drive to <br />Hepler, on Sunday, June 27 from 12:00 noon until 8:00 p.m, for their <br />annual block party. Mr. Wadzinski said he'had conferred with the <br />Police Department and they have no objection to the closing. <br />Upon motion made by Mr. Farrand, seconded by Mr. Brunner and <br />carried, the Board approved the block party, subject to the filing <br />of liability insurance. <br />REPORT ON SPEED LIMIT AND CITY LIMITS SIGN REQUEST ON PRAIRIE AVENUE <br />Ralph J. Wadzinski, Manager of the Bureau of Traffic and Lighting, <br />reported to the Board that radar speed checks and other studies will <br />be conducted on Prairie Avenue, from Olive Street to the bypass during <br />the week of June 21. The results of this field investigation will <br />be filed with the Board and sent to the Indiana State Highway <br />Commission next week. The requested relocation of City Limits signs, <br />on Prairie Avenue will also be requested of the Indiana State <br />Highway Commission through the Bureau of Traffic and Lighting. <br />Upon motion made by Mr. Farrand, seconded by Mr. Brunner and carried, <br />the report was filed and will be forwarded to Councilman Kopczynski. <br />RIVER BEND PLAZA APPLICATIONS <br />r-d <br />Douglas Simpson, Director of River Bend Plaza, submitted to the <br />C�Q Board a schedule of events on River Bend Plaza for the period of <br />W June 24 through July 1. Activities include a summer dance program, <br />the Second Anniversary Celebration of the Plaza on Sunday, June <br />27 with free kiddy rides, a chess exhibition, square dancing and <br />a pie throwing contest, and a Summer Evening Theatre on July 1. <br />In response to questions from the Board, Mr. Simpson indicated that <br />the operator of the kiddy rides has provided liability insurance <br />and that the pie throwing contest is being sponsored by local newsmen <br />and the American Cancer Society as a fund raiser. Upon motion made <br />by Mr. Farrand, seconded by Mr. Brunner and carried, the schedule <br />of activities was approved. <br />APPLICATION FOR CITIZENS FOR BETTY DE VOE DENIED <br />The application of Citizens for Betty DeVoe to conduct a political <br />fund raising activity on River Bend Plaza had been referred to <br />the Legal Department for review. Mr. Brunner said it was his <br />recommendation that political fund raising not be allowed ox the <br />Plaza. He said the City has been quite sympathetic to the con- <br />stitutional requirement allowing free speech but feels that political <br />fund raising does not fall within this province and that it could <br />cause embarrassment and inconvenience to the people using the Plaza. <br />He said this type of activity should not be allowed. Upon motion <br />made by Mr. Farrand, seconded by Mr. Mullen and carried, the Board, <br />based on the recommendation of the City Attorney, denied the application <br />of Citizens for Betty DeVoe to conduct a fund raising activity on <br />River Bend Plaza. <br />APPLICATION APPROVED - SALE: OF BICENTENNIAL PAGEANT TICKETS <br />The application of Nancy Reynolds for a Bicentennial Pageant Booth <br />on River Bend Plaza on June 27 was submitted to the Board with the <br />indication that it was a display booth and with the favorable <br />recommendation of Douglas Simpson, Director. The Board had delayed <br />action on the application for clarification as to whether the booth <br />was for display or sale of tickets. Mr. Simpson was present and <br />indicated the application was for a ticket sales booth. Upon motion <br />made by Mr. Farrand, seconded by Mr. Brunner and carried, the application <br />was approved. <br />
