REGULAR MEETING JUNE 14, 1976 <br />RIVER BEND PLAZA APPLICATIONS — <br />Douglas Simpson, Director of River Bend Plaza, submitted to the <br />Board the following applications with his favorable recommendation: <br />1. Nancy -Reynolds, Bicentennial Pagent Tickets - June 27. <br />The application was marked "Display Only The Board tabled <br />action°on the application and requested that Mr. Simpson <br />be asked whether this -is to be a display booth -or a sales booth. <br />2. Citizens for Betty DeVoe - Booth for sale of balloons for <br />fund-raising purposes - June 27. Ms. DeVoe is a political <br />candidate. Mr. Brunner said free speech should be allowed on <br />the Plaza with regard to any political candidate, but he <br />said the matter of political fund raising is another matter. <br />He suggested that guidelines for such activities be drafted <br />and he made a motion that the application be referred to the <br />City Attorney's Office for review with proposed guidelines <br />to be submitted to the Board at their meeting next Monday, <br />June 21, 1976. The motion was seconded by Mr. Mullen and carried. <br />CORRECTION - NO PARKING INSTALLATION ON DOGWOOD <br />Ralph Wadzinski, Manager of the Bureau of Traffic and -Lighting, <br />informed the Board that there was an error made in the request <br />approved last week for No Parking on Parkway. The request should <br />read "Installation of No Parking on both sides -of Parkway, from <br />v Dogwood to a point 100' north of Dogwood". Upon motion made by. <br />Mr. Farrand, seconded by Mr. Brunner and carried, the correction <br />was approved. <br />REQUEST FOR BLOCK PARTY - WINSTON DRIVE <br />The Board received a request from Mr. & Mrs. Vincent Papai to <br />block Winston Drive, from Cabot to Hepler, on Sunday, June 27, <br />1976 from noon until 8:00 p.m, for an annual block party. <br />Upon motion made by Mr; Farrand, seconded by Mr. Brunner and <br />carried, the request was referred to the Bureau of Traffic and= <br />Lighting for review and recommendation. <br />RERUEST FOR STREET LIGHTS - EAST EDISON, BETWEEN OAK RIDGE AND ROSEMARY <br />Councilman Roger Parent requested that the Board give priority <br />to the installation of street lights on East Edison, between Oak <br />Ridge and Rosemary. Mr. Farrand noted that the Bureau of Traffic <br />and Lighting is now in the process of preparing a comprehensive <br />report on all new lighting recommendations and Councilmen are being <br />asked to submit their requests. He made a motion that this request <br />be referred to the Bureau of Traffic and Lighting for inclusion in <br />the report. Mr. Brunner seconded the motion and it was carried. <br />REQUEST FOR CURB REPAIRS - NORTH SIDE OF JEFFERSON, FROM EDDY EAST <br />Councilman Roger Parent submitted a request to the Board on <br />behalf of the First Christian Church for the restoration of .curbs <br />along the north side of Jefferson Boulevard , from Eddy Street <br />east for about one -quarter of a block. The church plans to beautify <br />the parkway and a restored curb is necessary for maintenance of <br />the parkway. Mr. Farrand noted that the only money presently <br />available for curb repairs is from Community Development funds and <br />said HUD is placing strict guidelines on how this money can be used. <br />He made a motion that the request be referred to the Division of <br />Engineering for review and recommendation. The motion was seconded <br />by Mr. Mullen and carried. <br />
