<br />Upon motion made by Mr. Farrand, seconded by Mr. Mullen and
<br />carried, the escrow agreements.were approved.
<br />REQUEST TO SCRAP VEHICLE APPROVED
<br />James Meehan, Manager of the Bureau.of Vehicle Maintenance,
<br />reported to the Board that City Vehicle #612, formerly assigned
<br />to the Department of Public Safety, was totalled in an accident
<br />last year and has been used for scrap parts. He recommended
<br />that the vehicle be scrapped. Upon motion made by.Mr. Farrand,
<br />seconded by Mr. Mullen and carried, the Board declared City
<br />Vehicle #612 to be scrap and directed Mr. Meehan to proceed with
<br />the disposal of the vehicle.
<br />TAXI LICENSE APPROVED - FREDERICK JACKSON
<br />A hearing on the Taxi License application.of Frederick Jackson
<br />to was set for today. Mr. Jackson was present as was Attorney
<br />0 Richard Doyle representing Mr. Jackson. Mr. Mullen said the Board
<br />�.,.a had tabled action on the application so that Mr. Jackson could
<br />present them with information in support of his application. Mr.
<br />CYO Brunner said the primary concern of the Board in this matter was
<br />the past criminal record of Mr..Jackson. He asked Mr. Jackson
<br />if he had any recent felony offenses. Mr. Doyle responded that
<br />there have been no offenses for the past eight years. He said the
<br />record goes back to 1968. Mr. Brunner asked Mr. Jackson.if he
<br />was on probation at the present time. Mr. Jackson answered."No".
<br />Mr. Brunner asked Mr. Doyle if he was vouching for Mr. Jackson at
<br />this time. Mr. Doyle said he was here as Mr. Jackson's lawyer.
<br />He said Mr. Jackson has had a serious problem finding employment.
<br />Mr. Brunner asked Mr. Jackson where he was last employed. Mr.
<br />Jackson said he worked.for the City of South Bend, in .the Sanitation
<br />Department. Mr. Mullen asked Mr. Jackson if he owned a cab.. Mr.
<br />Jackson said he did not. He said he planned to apply.to drive for
<br />a local cab company if his license was granted. Upon motion made
<br />by Mr. Mullen, seconded by Mr. Farrand and carried, the Board
<br />approved the taxi license application of Frederick Jackson.
<br />CENTURY CENTER CHANGE ORDER APPROVED
<br />Patrick 11. McMahon, Manager of the Bureau of Public Construction,
<br />submitted to the Board.Change Order No. 1 in Contract 014 with
<br />Miller Steel & Supply Company, Inc., for Century Center. The
<br />change order is a decrease in the contract of $1,650.00, resulting
<br />from the deletion of an unnecessary asphaltum coating on the back
<br />of door frames. Upon motion made by Mr. Farrand, seconded by Mr.
<br />Brunner and carried, the Board approved the Change Order.
<br />APPLICATIONS APPROVED -.ETHNIC FESTIVAL
<br />Applications for the Ethnic Festival to be held on July 3, 4 and 5
<br />were submitted to the Board with the favorable recommendation of
<br />Douglas Simpson. The following applications were received for
<br />display booths only: Jennie G. King, Big Brothers/Big Sisters,
<br />YWCA of St. Joseph County, Don Tarwer, Daniel Smith, Samuel Shapiro,
<br />Mrs. Q. C. Krziza, Inter -Agency Council on Smoking and Health,
<br />Junior League of South Bend, South Bend Public Library, and the.,
<br />Housing Allowance Office. Mr. Brunner raised the question of
